Key Duties

This job description is a guide to the duties you will be expected to perform immediately on your appointment. These may change in the future in line with the strategic direction and development of the College.

FACILITIES MANAGEMENT

  • Development and implementation of the Facilities Department services and maintenance strategies and deliver on-going incremental improvements in service delivery to maximise the asset value and minimise delivery costs whilst maintaining and improving agreed levels of service delivery;
  • Operational responsibility for the delivery of effective and efficient responsive and planned maintenance provision. Monitoring service delivery and implementing improved service provision by the effective coordination of internal and external resources;
  • Procurement and management of external contractors, service providers and other external suppliers as required in accordance with the College's Financial Regulations and relevant legislation, ensuring the resources provide value for money and fully comply with the conditions of appointment;
  • To be responsible for the overall management of facilities management including cleaning, grounds maintenance, waste management, pest control along with the general upkeep and improvement in order to deliver an effective facilities service, in line with the College's Estates Strategy;
  • Take responsibility for the management of the Facilities Department's budget and dealing with external funding bodies where appropriate, in conjunction with the Vice Principal - Finances and Resources;
  • Take responsibility for the acquisition and disposal of College assets, ensuring procedures are carried out in accordance with the College's Financial Regulations and that best value is achieved;
  • You will be expected to be fully conversant with and implement the College's range of Equality and Diversity, Safeguarding and Prevent Policies and Procedures, to ensure the health, safety and welfare of all learners and staff;
  • To undertake any other duties commensurate with grade and status as may reasonably be requested.

Person Specific

The person we are hoping to appoint will meet all the following essential requirements and some or all of the desirable requirements.

ESSENTIAL REQUIREMENTS

  • Experience in planning, organising and co-ordinating caretaking, buildings and grounds maintenance schedules, ensuring efficient and effective deployment of resources;
  • High level of interpersonal skills with the ability to communicate effectively with technical clarity to external consultants and contractors on a wide range of issues, as well as internally at all levels;
  • Excellent leadership skills with the ability to motivate and inspire staff to continuously improve and achieve consistently high standards;
  • Ability to plan and co-ordinate works, involving a range of associated contractors and professionals, to complete within agreed deadlines;
  • Proven experience in the management of project refurbishment work;
  • Budget management experience;
  • Excellent planning and organisation skills with the ability to prioritise and schedule work effectively and multitask;
  • Willingness to work flexibly to meet the needs of the College;
  • Ability to work effectively as part of a team;
  • Willingness to undertake continuous professional development;
  • Good ICT and administrative skills;
  • Proven ability to work consistently under pressure to meet tight deadlines and agreed targets;
  • Current full driving licence and access to appropriately insured vehicle.

DESIRABLE REQUIREMENTS

  • Equivalent to HND or level 4 qualification in Building, Surveying or Facilities Management;
  • Member of the Royal Institution for Chartered Surveyors or similar professional body;
  • Current knowledge and experience relating to construction law, construction health and safety legislation, building regulations and planning authority requirements;
  • Appropriate qualification in management.
