Join our team as a Facilities Maintenance Manager (Hard FM)

An exciting opportunity has arisen for a qualified and experienced maintenance manager, with a strong mechanical and electrical services background, to join the Senior Management Team of the Council's Facilities Management Service.

With your expertise in the maintenance of building engineering services and building fabric, you will support the Principal Facilities Manager (Hard FM) in the strategic management of the FM core business; leading, developing and implementing all aspects of maintenance and repair of both building engineering services and building fabric at premises that are managed and operated by the FM Service. You will also utilise your knowledge and skills to project manage minor works schemes to renew, upgrade, refurbish, or make alterations to building engineering installations and to workplace accommodation. In addition, and as part of the Service's Senior Management Team, you will contribute to the strategic direction of the FM Service as a whole.

Key Responsibilities:

  • Manage the effective, efficient and compliant maintenance of mechanical and electrical engineering services and of building fabric, finishes and external works, translating broadly defined deliverables into clear work plans for maintenance staff.
  • Develop and implement comprehensive PPM schedules for building engineering services and for building fabric assets, to optimise building performance, energy efficiency and asset longevity, ensuring full compliance with statutory and regulatory obligations and with Council guidance and standards
  • Lead on the procurement and implementation of PPM services for FM operated building engineering services and plant, selecting cost-effective and reliable contractors, and managing contractor performance to ensure compliant service delivery
  • Oversee the delivery of ad-hoc facilities refurbishment and workspace improvement projects.
  • Develop and implement comprehensive risk assessments, work instructions, standard operating procedures, guidance and reporting to ensure continuous and consistent compliance with relevant legislative duties, corporate policies, health and safety guidance, codes of practice, and maintenance industry standards, ensuring compliance through effective monitoring and management.
  • Work collaboratively with the Building Services Engineering team within the LCC Property Service to ensure the achievement of key FM Service objectives.
  • Provide technical advice and guidance to senior management to assist with the management of risk relative to the condition and operation of premises and their building engineering services and take a lead role in relation to the identification and implementation of priorities and controls to mitigate risks to premises availability and business continuity.
  • Maintain 24/7/365 standby or on-call cover by the plant maintenance team to respond to building faults, security issues, and emergency access requirements at our County Hall site in central Preston. This may involve the post holder's inclusion within the on-call rota to ensure adequate cover (Note: performance of on-call duties attracts additional payments).

What We're Looking For:

  • Professionally qualified / degree (or equivalent) in a relevant building engineering services discipline plus substantial experience OR substantial vocational experience demonstrating professional growth and development through progressively demanding roles in a relevant field, e.g. Hard FM service delivery / building engineering services installation and maintenance.
  • In-depth knowledge and extensive experience in applying relevant legislation and current standards in relation to building engineering services installation and maintenance, building construction and maintenance, and project and contract delivery.
  • Proven track record in developing and managing the delivery of maintenance services for building engineering services and building fabric, ensuring compliance with all relevant statutory requirements, standards, codes of practice, and industry guidance.
