Ipsos Public Affairs Crime and Justice team work with clients from across the criminal justice system to understand what really matters to the public and to those within the system. Our sensitive and complex research is of the highest quality, and directly informs policy, practice and communications within the sector.
We are looking for an Evaluation Director to join our Crime & Justice - helping to deliver some of the most interesting and impactful evaluation studies across areas a range of policy areas including:
- Crime (including domestic abuse, serious violence, youth crime, victim support, anti-social behaviour, modern slavery)
- Justice and the justice system (including probations, prisons, courts, tribunals)
- Security issues (including economic crime, cyber-crime, counter extremism, state threats)
- Migration (including regular and irregular migration, refugees, integration and cohesion)

What will I be doing?
This is an exciting opportunity for an experienced evaluator to lead high profile studies and help grow our business.
As an Evaluation Director, you will play an important role in business development, leading on winning proposals and identifying opportunities for further growth, while supporting the team and wider management of the business.
We are looking for an evaluator with strong leadership and evaluation skills. The ideal candidate would be interested in working on a range of evaluation projects and have experience delivering large, multi-strand evaluations -with experience of overseeing process, impact (including quasi-experimental and RCT designs) and economic evaluations.
The main responsibilities will include:
- A senior role within the largest social research and evaluation business in the UK;
- Developing strategic client and partner relationships as well as with teams in other global Ipsos locations;
- Leading winning proposals, supported by a wider team;
- Contributing to business strategy, meeting and monitoring financial targets as well as drawing up annual strategic plans;
- Directing a range of evaluation projects (including large, multi-strand evaluations) through the full project cycle, from evaluation design, through to developing conclusions and recommendations;
- Drafting accessible and concise reporting outputs, and presentation of results to clients and stakeholders;
- Leading on thought leadership and business development;
- Representing Ipsos externally; speaking at conferences and seminars as well as in print and broadcast media; and
- Line management of senior staff (after 6 months).
- Proven track record of delivering social policy evaluations
We have offices in London, Manchester and Edinburgh and invite applications from candidates who are open to working in one of these locations and willing to travel to other sites as and when required. Ipsos UK offers a hybrid working environment, 3 days in the office and working the rest from home.
What do I need to bring with me?
This role will suit candidates who enjoy working closely with clients, often delivering at a fast pace. We are looking for someone with;
- Good knowledge of both quantitative and qualitative (i.e. mixed method) approaches to evaluation problems and experience of designing and delivering process and impact evaluations
- Knowledge of policy areas such as counter terrorism, hate crime, counter extremism, cyber, fraud, drugs, county lines, serious violence, domestic abuse, youth crime and serious organised crime
- Proven ability of managing and delivering projects to timescale and budgets with limited supervision
- Proven ability to lead winning research and evaluation proposals
- Experience of establishing and managing strong client relationships
- Confident and clear written and verbal communication skills, including experience of preparing presentations (and ideally written reports
- Time management skills and ability to work across multiple projects, prioritising tasks efficiently
- Proven ability to work well in teams

The Public Affairs Service Line is the world leader in Social and Opinion Research. We work with clients on political and public opinion polling, citizen and stakeholder management, social policy improvement, sustainable development strategy and identifying societal trends and perceptions across several sectors. We assess how government and public affairs policies as well as societal trends and views impact our client's brand/products/markets.
