Working as part of a multi-disciplinary Estates team, the Estates Project Manager reports to the 'Project Manager & Small Works Supervisor'. The role is responsible for the delivery and technical expertise of both major and minor capital development and maintenance backlog schemes in accordance with Trust standing Financial Instructions.

These schemes include projects resulting from the Trusts Estate Improvement and Rationalisation Programme and the Trusts annual Capital Development Programme across all Trust sites.

The post holder will be the Estates lead for delegated schemes from conception to completion following the RIBA Plan of Work stages.

The post holder will manage the Trust approved framework contracts, tendering and contractual delivery of schemes.

The post holder is expected to either hold or undertake training to become a Trust Authorised Person (AP) in a recognised HTM relevant to a specialised building and engineering technology used in the delivery of healthcare, offer technical guidance and responsible for the safe management of the system.

Main duties of the job

  • Responsible for management of delegated budgets for capital related budgets and reporting to Senior Estates Project Manager.
  • Manage capital projects from point of concept through to delivery including analysis of highly complex systems, contractor proposal reviews and arranging complex shut downs of clinical systems through negotiation.
  • The post takes the lead on delegated Capital projects and the coordination of actions required by a multi-disciplinary team.
  • The role involves ensuring that fire safety systems, infrastructure, and associated works are maintained, inspected, and compliant with current legislation, regulations, and Trust policies.
  • The post holder will be responsible for supporting and delivering fire safety-related works across the Hospital Estates, covering all three sites.

Detailed job description and main responsibilities

  • Implementation of projects from assisting the drafting of the business case in consultation with the client through to construction and completion of the project including post project review.
  • Producing technical specifications in the form of Employers Requirements to deliver capital backlog maintenance projects.
  • Financial management for all capital projects using Trust standard CAPEX sheets
  • Manage risk registers for all estates related projects
  • Provide Estates assistance and budget costing for business cases and feasibility studies for capital bids as required by the Trust
  • Liaise with clients to ensure a robust specification is developed and signed off at the feasibility stage.
  • Actively and sympathetically manage in consultation with the client and divisional management all aspects of the project which may impact on the delivery of core services.
  • Responsible for procurement of assets and engaging suppliers against Trust SFI's
  • Responsible for the production of contract documentation and management of contract compliance during all stages of any works.
  • Observe complete confidentiality of all information including awareness and adherence to the legal requirements of the Data Protection Act.
  • The post holder may be required to participate in the Estates on call rota (optional).
  • Assist in compiling standardised design briefs, works specifications, appoint and manage external consultants, designers and act on behalf of the trust as agent.
  • To establish and maintain effective links with Executive Directors, Divisional Managers, Professional Leads and senior staff to ensure that decision making is prompt and appropriate to meet the agreed levels of service being provided.

• Interprets and implement all statutory, legislative and technical guidance including for example CDM, COSHH, HTM/HBN's as necessary for all projects.

  • Authorised Person (AP) in a recognised HTM relevant to a specialised building and engineering technology used in the delivery of healthcare, offer technical guidance and responsible for the safe management of the system.

Training and qualifications

Essential criteria

  • Educated to HNC or Degree level qualification or equivalent experience relating to an engineering discipline.
  • Significant post qualification experience acquired through training, courses and experience.
  • Significant experience in delivering capital projects.
  • Authorised Person in a recognised HTM relevant to a specialised building and engineering technology used in the delivery of healthcare.

Desirable criteria

  • Member of professional body such as CIBSE, IHEEM, BIFM etc.
  • PRINCE 2 project management qualification.

Experience and knowledge

Essential criteria

  • Specialist knowledge acquired through courses and experience
  • Experience with liaising and negotiating with external stakeholders and outside bodies
  • In depth knowledge of the RIBA stages of work
  • In depth knowledge of Building, CDM, CAR regulations and DOH guidance documents

Desirable criteria

  • Knowledge of public body sustainability and environmental legislation and national requirements

Skills & ability

Essential criteria

  • Computer literate including AutoCAD 2D
  • Excellent communication skills, both written and verbal individually and to groups.

Desirable criteria

  • BIM Trained
  • Bolster Trained
