Key accountabilities

The role holder has principal accountability for the efficient and effective estates services delivery and the compliant operation of the STFC Estate and technical infrastructure that directly enables research output, including all aspects of built environment resilience, compliance, health and safety and statutory compliance.

Role Responsibilities

  • Operating as the Senior Leader of a multi-disciplinary team in the delivery and continuous improvement of all estates services functions based on customer requirements and industry best practice. Holding full accountability for the performance of the services and built environment compliance position.
  • Acting as the tactical and strategic link between estates services and the UKATC senior leadership team, including Head of Site and UKATC Director and client departments.
  • Full revenue and capital budget accountability for the annual UKATC estates services budgets, including budget build-up, expenditure forecast and periodic management reporting.
  • Through collaboration with colleagues at other STFC sites, ensuring that service consistency is enabled across all service functions through effective contractual frameworks and internal resource models, including the development of aligned service standards (SFG20 etc.), service level agreements and key performance indicators, enabling pan-STFC service performance and compliance management information.
  • Development of service improvement plans and delivery of a service performance monitoring and reporting system, enabling the production of periodic reports evidencing the tangible improvement in service delivery for the UKATC estates services team.
  • Development of life cycle infrastructure asset replacement strategy and programs with supportive business cases and budget requests aligned to the site development, sequencing and net zero (built environment) plans.
  • Lead the delivery of all engineering, asset renewal and client required project works according to PMO requirements, including the provision of project updates to the Construction Project Programme Manager, Head of Estates (North), Head of Site and UKATC Director.
  • Development and oversight management of the periodic building and asset condition surveys, ensuring alignment with pan-STFC requirements, data mobilised and asset databases remain up to date through periodic refresh and archiving as asset and building renewal/disposal occurs.
  • Acting as Estates Business Continuity lead (UKATC), including the creation and administrative maintenance of service-area business continuity and service resilience plans for all service functions. The identification of minimum resource levels needed to deliver an effective service and a process of how these can be maintained to ensure all critical services, including emergency services, are affectively delivered at all times.
  • Engagement with the capital development process, through the production of design standards, ensuring that all UKATC new-build capital works are fully supported with subject matter experts and asset owners to review and approve the building envelope, building services and technical infrastructure designs as they are developed, and that upon completion that the new facilities are fully mobilised and warrantees maintained through adequate levels of PPM.
  • To fulfil the role(s) of Departmental Health and Safety lead, Designated (DP), Appointed (AP) or Responsible Person (RP) where required. These duties will be confirmed by letter of appointment aligned to your competency. Where competency-based training is required, this shall be provided to enable the full coverage of the role duties.
  • Undertake the production of health and safety documentation, such as management arrangements and procedures, standard operating procedures, and safe systems of work, where requested.
  • Ensure the full mobilisation of, and departmental adherence to, all health and safety policies, procedures and requirements (Estates Services Health and Safety System, STFC SHE codes) including the formal appointment of Responsible Persons, audit schedule and the full resolution of infrastructure and engineering audit and health and safety actions.
  • To publish an annual statement of assurance report covering all areas of estates services statutory compliance, including but not limited to asbestos, legionella, gas, pressure systems and high voltage electrical infrastructure.
  • To act as both the strategic and tactical communications link between Estates Services and the customers (both internal and external) through attendance of meetings, boards and committees as required.
  • Engagement with the strategic and tactical customer contacts in the development of long term service improvement plans aligned to UKATC future service needs and the Estates Services Delivery Plan.
  • Maintaining a high level of customer focus and communication, ensuring that the customer remains central to the team's planning and completion of all work. Ensuring that an efficient and effective flow of information is maintained to customers, through the channels provided by the Estates Services communication plan.
  • Lead, mentor and develop direct reports, including strategic objective-setting to align the team resources, managing the team APR cycle to program, ensuring that team-wide career development pathways are established, and that progress and competency are recorded.
  • Provide a 'cross-cover' function supporting both peers and line managers during periods of absence such as annual leave and sickness absence.
  • Attend appropriate training to support the role and service delivery.
  • Champion the Estates service in a positive manner.
  • Deliver a high level of customer service.
  • This role includes the requirement to be part of an on-call rota covering periods out of normal working hours.
  • Any other reasonable management request.

Estates and Corporate Responsibilities

As a member of STFC's Estates Services, proactively support the Estates remit to deliver flexible, customer focused and efficient services that support the delivery of STFC's vision, values and objectives.

The Estates Services team needs to be agile and able to adapt to the ever-changing needs of our diverse customer base; therefore, it is expected that the post holder will demonstrate a flexible and adaptable approach.

All members of the Estates team will, from time to time, be expected to lead or participate (appropriate to Band level) in STFC and Estates projects that may be outside their normal remit.

Qualifications
Essential

  • Degree or Level 6 qualification in a construction-related discipline (facilities management, engineering, building surveying, structural, construction) or significant and extensive experience in leading a team in the delivery of construction and built environment projects or project programmes.
  • CDM 2015 for clients
  • IOSH Managing Safely/IOSH Managing Construction Safely/NEBOSH General Certificate
  • UKATA Asbestos Awareness
  • Institute of Leadership and Management Level 3.

  • Professional membership of IWFM, RICS, RIBA, CIOB, CIBSE etc.
  • Prince2 Practitioner
  • NEC4 Contract Overview

Knowledge and Experience
Essential

  • Previous experience of leading a team of estates personnel in a similar environment
  • Extensive experience of delivering engineering renewal or construction projects
  • Building regulation applications
  • High level of competency and experience in IT skills, including MS Project and dashboard development (MS Office)
  • Previous experience of operating within a CAFM system in the delivery of maintenance services
