We are looking to appoint an experienced E&F Compliance, Contracts and Assurance Manager (Band 8a) to play a pivotal role in strengthening estates governance, statutory compliance and commercial management across the Trust.

This new post will lead and own the Estates & Facilities compliance, commercial and assurance framework for both Hard and Soft FM services. Reporting to the Associate Director of Core Services, you will provide strategic and operational leadership across the full contract lifecycle (from specification and procurement through mobilisation, performance management and renewal), and for all key statutory estates and M&E compliance activities. You will line-manage the E&F Contracts Manager, E&F Governance & Assurance Officer, Finance Assistant and Driver/Stores person, ensuring services are delivered safely, cost-effectively and in line with NHS and Trust standards.

Main duties of the job

The role will lead key Estates & Facilities safety and assurance forums (including EMAG, FMAG and EFGAG) and act as a principal liaison with regulators and inspectors, providing clear, evidence-based assurance to senior leaders, Trust committees and external bodies. You will oversee PAM and ERIC inputs, FOI responses for the department, and the integrity of compliance-related data within CAFM/EAM and other systems.

This is an excellent opportunity for a senior estates/facilities professional with strong compliance, contract management and assurance experience.

Lead and own the compliance, commercial and assurance framework for Estates & Facilities (E&F), and covering hard and soft FM services across the Trust. Provide strategic and operational leadership for the full contract lifecycle (specification, procurement, mobilisation, governance, performance management and financial control), statutory estates/M&E compliance and assurance activities. Act as the single point of contact for departmental FOI requests, working with SMEs to collate and return information. Line-manage the E&F Contracts Manager, E&F Governance & Assurance Officer, Finance Assistant and Driver/Stores person. Ensure services are delivered safely, cost-effectively and in compliance with statutory, NHS and Trust standards, and provide robust evidence and reporting to senior leaders, committees and regulators.

Person specification

Education

Essential criteria

  • Degree or equivalent qualification in engineering, facilities management, construction, estates management, business management or a related discipline; OR substantial demonstrable experience at a senior level in estates/facilities compliance and contract management.

Desirable criteria

  • Postgraduate qualification or additional specialising in estate/ facilities management, project management, or procurement.

Essential criteria

  • In-depth knowledge of NHS estates standards, health and safety legislation (including fire safety legislation), HTM requirements, and statutory compliance obligations.

Desirable criteria

  • Knowledge of ISO standards, environmental sustainability practices, and energy management in healthcare settings.

skills/experience

Essential criteria

  • Significant senior experience delivering contract lifecycle management for both hard and soft FM services within complex organisations (preferably NHS or public sector).

Desirable criteria

  • Experience of managing FOI/EIR requests or similar information governance processes.
