Job overview

CHS are looking to appoint a highly experienced estates professional to the role of Compliance Manager. The successful applicant will be responsible for overseeing and reporting on statutory and mandatory compliance, ensuring adherence with industry standards and best practice i.e. : HTM and HBNs and internal policies and procedures, providing assurances to the deputy managing director and ultimately the CHS Board of Directors and ensuring a safe environment for patients, visitors and staff.

Main duties of the job

  • To establish and measure the quality of all Trust wide estate technical services and contribute to negotiations in relation to contracting matters provided against contract specifications, national/local standards and Trust financial criteria
  • To assist the Head of Estates to manage and develop the Trust estate, to ensure that all services meet statutory and NHS guidance•
  • Responsible for ensuring services are delivered in compliance with relevant statutory and regulatory requirements, contract specifications, performance management systems, key performance indicators and contractual obligations.
  • Review maintenance records, data and documentation and provide assurance reports
  • Act as estates lead for completion of Estates Return Information Collective (ERIC) and Premises Assurance Models (PAMS)
  • Act as estates lead for 6 facet surveys and procuring of annual reviews and ensuring documentation is reviewed and kept up to date
  • To review and support the delivery of a robust Planned Preventative Maintenance system that ensures compliance with all associated HTMs, HSE statute and best practice guidance.
  • Support estates officers in maintaining compliance with health and safety policies, statutory legislation, and NHS guidance.
  • Assist in the implementation of control systems for monitoring plant and equipment performance.

Detailed job description and main responsibilities
• Collaborate with service performance, Authorising Engineers and other auditors to identify compliance risks and prioritise for audits.

Provide technical support to the capital development team to ensure that capital schemes and minor works are delivered in compliance with any associated HTM and HBN requirements, including reporting of derogations

Assist the head of estates in the preparation of Board level meeting papers, strategy documents and programmes as required
• Work closely with the Health & Safety Manager to support the implementation of H&S standards across the Trust, ensuring full adherence to the Health & Safety at Work Act, COSHH regulations and the Trusts Health & Safety Policy
• Assist with the development of the Trust's interface and SLA's with its NHS and PFI partners and support the PFI hand back process.
• To manage the review of O&M manuals and H&S Files for capital schemes and PFI hand back and support in the transition of capital to operations in respect of Government Soft Landings (GSL)
• Manage the implementation of ISO quality standards across the estates function.
• Responsible for acting as AP for associated estate services functions.
• Provide professional and technical support to facilities management colleagues and wider Trust teams.
• Contribute to the development and dissemination of policy and guidance in line with NHS and Trust priorities and operational needs to ensure that staff can make well-founded management decisions.
• Participate in appropriate internal and external meetings and forums to ensure the delivery of a complaint estate service and assist in the future development of the Trust estate and to ensure that regional and national policy is implemented at local level.
• As directed, to ensure that the management of notices from the Department of Health and NHS Estates are acted upon and objectives met.
• To assist in the development and modernisation of the estate services in order that recognised best practice is adopted wherever possible.
• Assist in the development and maintenance of the Building Information Modelling (BIM) as well as providing assistance to others towards the Trust's performance against any other appropriate standards.
• Where possible measure performances of contracting bodies and inform the client body.
• To be responsible for managing the departmental risk register, the asbestos register and other compliance registers, updating risk assessments as required in conjunction with the Estates Management Team.
• To use the aforementioned systems to provide regular assurance reports for Trust Committees including the Infection Prevention and Control Committee, Operational Risk Group and Health, Safety, Security and Fire Committee on behalf of Estates
• Line management responsibilities of estates administration function and helpdesk operative

Qualifications

Essential criteria

  • Educated to Degree level or equivalent, in an associated field e.g. Mechanical/Electrical or Building Services Engineering, architecture or Health & Safety Degree or equivalent level of engineering/technical knowledge and skills to this level or higher
  • Associated AP training certification for example (E): • Pressure Systems • Water • Confined Spaces • Working at Height • Decontamination • Ventilation • HV/LV • Medical Gas • Lifts IOSH Managing Safely or equivalent
  • Evidence of continuing professional developmen

Desirable criteria

  • Post Graduate qualification in an associated field

Knowledge & Skills

Essential criteria

  • Detailed knowledge and understanding of estates services
  • Good knowledge of Health & Safety
  • A sound knowledge of building and engineering services maintenance and installation, previous control of and experience to budget control and management
  • Excellent personal organisational management skills

Desirable criteria

  • A sound experience of managing asbestos containing materials (ACM's) within non-domestic Properties

Experience

Essential criteria

  • Demonstrable post qualification at senior estates level within a public sector organisation or consultancy with experience in managing a range of NHS estates services
  • Proven expertise in strategically and operationally managing day to day performance
  • Able to participate in service evaluation activities and processes.
  • Able to support the development of supplier performance metrics and contract performance systems and in briefing Senior Management using Key performance and Performance Indicators if appropriate.
  • Demonstrable ability to assist senior managers with the establishment of new estate systems and service delivery models
  • Able to ensure that all estates services activity meets legislative requirements through professional knowledge and, where required, liaison with professionally advisors e.g. Authorising Engineers
  • Experience of managing, implementing and reviewing ISO standards
