The Property Service department provides strategic management of the council's property and school assets to ensure that they meet the aims of the Corporate Strategy and support service delivery across the county.

Role & Responsibilities

We are offering an exciting opportunity to join us in the Property Service department as we continue to develop and deliver our ambitious energy and water conservation programme. You will have a pivotal role, leading the Energy Team with the responsibility for the provision of a cost-effective service covering all aspects of energy related matters including electricity, fuel and water across Lancashire County Council's portfolio of establishments. Your role will play an integral part with energy management and the reduction of energy and water consumption, the reduction of harmful emissions and the conservation of natural resources.

  • As the Energy Manager, you will be highly experienced with substantial vocational experience in Building Services Engineering.
  • Experience of working across services within multidisciplinary teams; providing the technical lead to projects and teams outside of direct line management.
  • You will have substantial experience in delivering projects with experience of management of multi-million-pound energy and water contracts.
  • Experience of managing and controlling budgets.
  • Experience of using monitoring and targeting systems to report on carbon emissions and monitor expenditure.
  • Knowledge of the roles of all parties operating in the de-regulated energy and water markets and their responsibilities.
  • Ability to organise and manage time and prioritise work effectively whilst delivering a number of programmes, projects and strategic objectives.
  • Working knowledge of legislation relating to energy efficiency in public buildings including (but not limited to) Part L of the building regulations and EPBD.
  • Experience of managing/providing supervision to staff.
  • Excellent negotiation and influencing skills at an appropriate level in order to achieve required results.
  • Ability to effectively manage relationships with suppliers, customers and other key stakeholders.
  • Knowledge of grant funding and experience of submitting bids for energy and carbon reduction funding.
