DSEAR Compliance Manager

The DSEAR Compliance Manager will provide expert technical knowledge and leadership to enable robust continuous development and deployment of DSEAR/ATEX policy and procedures.
As DSEAR Compliance Manager, you will play an active role within the broader Process Safety Management (PSM) team, contributing to ongoing PSMS study deployment activities, while specifically leading on DSEAR/ATEX technical compliance and the delivery of technical risk reduction opportunities across operational establishments.
What you'll do
In this role, you will:
- be responsible for DSEAR and ATEX regulatory compliance and best practice application
- drive continued positive momentum in the area of DSEAR/ATEX application and associated ignition source control measures
- develop policies, procedures, strategic development goals, risk assessments and KPIs necessary to ensure the compliant application of best practice
- work as part of the PSM team, to deliver technical support and governance requirements
- lead on technical DSEAR hazardous area classification requirements and support general process hazard studies such as HazID, HazOp, LOPA, Bowtie, QRA and HS 1-6 processes for inherently Safer Design standards
- provide a deep understanding of DSEAR and ATEX regulatory framework requirements and processes, enabling practical and robust application within operational establishments
- provide expertise to audit the DSEAR approach in conjunction with the broader PSM team and internal audit on a periodic basis
- assist with the ongoing development and deployment of the Process Safety Management System (PSMS)
- assist colleagues with governance processes such as Major Accident Prevention Policy (MAPP) second party audits
- develop specific DSEAR/ATEX training requirements for internal personnel, including supporting the training sessions delivery as a subject matter expert
- provide support to Projects Delivery and Operations with regard to the engagement of specialist contractors or consultants in DSEAR and ATEX engineering
- continuously review the DSEAR legislative landscape and enable any updates to policy and approach based on changing legislative requirements
- represent Wessex Water Services Limited (WWSL) on internal and external DSEAR expert stakeholder groups and forums such as Water UK
- provide technical expertise and peer review proposals for optimising existing equipment and/or upgrades to ensure continuous risk reduction together with reliability and resilience improvements
- provide leadership oversight of DSEAR/ATEX actions completion of items raised within plant engineering studies and audits
- collaborate closely with Asset Management colleagues delivering Mechanical, Electrical and Chemical Engineering safety rules.
What you'll need
In this role, you will need:
- extensive experience (Minimum of 8 years) in the water, oil and gas or other process industry, operating under COMAH regulations
- comprehensive knowledge of DSEAR and ATEX and associated explosive atmospheres regulations (BSEN 60079 and 80079) together with experience in deploying management systems to ensure regulatory compliance
- a good understanding of Process Safety management, and COMAH regulations and ideally be able to demonstrate a level of professional competence in some Process Safety specialist topics (e.g. Risk Assessment, LOPA, SIL, OBRA, MOC, Human factors, Emergency Preparedness etc.)
- to have the ability to facilitate DSEAR risk assessment processes
- a good understanding of the water industry
- a thorough understanding of Management of Change principles and assist with the thorough deployment of the WWSL Management of Change policy and procedures (MoC) within the company's HHFs
- the ability to analyse complex problems and understand probability and risk
- excellent communication and people skills and the ability to positively influence others
- to be capable of detailed investigation and analysis
- to demonstrate a deep professional competence in the areas of DSEAR and ATEX regulations within the context of the broader Process Safety Management System
- a degree qualified Engineer, Mechanical, Electrical or Chemical Process Engineer or equivalent
- to ideally be a Chartered member of an associated professional body with CompEx EX14 training.
