Purpose of the Job

To support the sustainable growth of the GWS Local UK business group and enable world-class operational delivery through:

Delivery of Quality, Health, Safety and Environmental (QHSE) programmes, as directed.

Provision of support to the Divisional Projects Director - Local UK.

Provision of focussed support to Divisional Projects Directors/Leads for specific activity, such as mobilisations, bids or improvement programmes.

Key Responsibilities

Continuing work to develop the GWS QHSE Maturity model and championing its adoption throughout the GWS Local UK Business.

Reviewing divisional 'QHSE Plan' progress to ensure effectiveness of the programme.

Leading on the development QHSE aspects of culture change programmes and supporting the delivery across the business group

Developing and actively participating in audit and assurance programmes

Developing the GWS Human Factors offering and championing adoption throughout the business group.

Leading training development

Help develop a 'learning culture' by running a Learning From Experience programme, utilising learnings from within divisions.

Assist in the preparation of periodic QHSE reports and reviews for key stakeholders using established systems and metrics

Supporting the QHSE aspects of new business through solution development, participation in presentations and consultation meetings, coaching of bid teams and development of guides and collateral.

Developing and maintaining relationships with key suppliers through networking and collaboration events.

Work to develop the QHSE management system, ensuring it is effective in supporting the needs of the Local UK business group

Providing support to the division through coaching, training, guiding on QHSE techniques, processes and ways of working

Supporting divisional QHSE Risk champion activity, driving efficiency and collaboration

Supporting the roll-out and adoption of QHSE systems and platforms

Maintaining a register of external certification and accreditation schemes and

Supporting the identification of QHSE talent, both internally and externally

Any other duties as may be reasonably expected in order to meet the purpose of the role.

Support projects on site where required.

Accountabilities

Accountable to the CBRE GWS Local UK Strategy & Governance Director (Line Manager)

Circumstances

A degree of travel across the UK is to be expected as part of this role, including spending time away from home for short periods of time (e.g. typically 1-2 nights at a time).

PERSON SPECIFICATION

Education [Essential]A good post-graduate level education, with a formal qualification in both occupational health and safety management and environmental management. Significant and relevant post qualification experience.

NEBOSH Construction Certificate

[Desirable]Formal management qualifications in environmental or safety management system auditing. Formal qualifications in areas of 'engineering' i.e. electrical or electronics and or FM.

Accreditation: [Essential]Membership of the IIRSM or IOSH at 'Specialist' level or higher.

Training[Essential]Incumbents must demonstrate a career showing continuous personal development in the related field of QHSE.

Experience[Essential]Specialist and strategic higher managerial experience in Health, Safety, Quality, and Environmental Management. A practical and demonstrable knowledge of liaising with enforcement agency / insurers.

Practical experience must include;

Risk Management strategy development and implementation

Best Value analysis of QHSE resource support provision

Monitoring / Analysis of management system performance

Development and implementation of policy and process

Environmental risk and 'resource' evaluation / management

Positively articulate QHSE through presentation media

Event investigation & analysis to drive improvements

Practical application of auditing

Development and delivery of QHSE training.

[Desirable]Working knowledge of varying business sectors.

Managerial experience within other functional disciplines.

AptitudesExcellent verbal and written communication skills.

Numerate with a high degree of computer literacy.

CharacterExcellent motivational and influencing skills. Able to contribute effectively and on equal terms across all business activities. Politically astute with a sound understanding of current issues.

Incumbents must have a high level of energy, be self-starters, confident and stable in manner, and be able to prioritise and work on a range of activities within a high pressure environment.

CircumstancesIncumbents will be required to travel widely, support new business development, and participate in training and strategic reviews. Occasional overnight stays will be needed.
