Detailed job description and main responsibilities
Key responsibilities
1. Work closely with all key stakeholders associated with the Service Efficiency & Improvement programme to identify improvement opportunities, including senior clinicians and operational managers, corporate services, and the other members of staff.
2. The post holder will be expected to lead cross-cutting themes such as Outpatients, Bed or Theatre Productivity
3. Work with key stakeholders in operations and corporate services, within the Trust and externally to establish the aims, targets and scope for the CIPs programme, and to subsequently co-ordinate CIPs delivery according to the agreed timescales.
4. Ensure that the clinical perspective is central to the work of service improvement/ transformation by working with clinicians to set clear priorities and ensure completion of quality impact assessments for the service improvement/ transformation programmes (incl. CIPs).
5. Support the Trust in facilitating discussions to encourage creative thinking, identify options, analytics and develop methods to realise the benefits of the service improvement/ transformation programmes (incl. CIPs).
6. Assist with setting up systems for measuring improvement/ CIPs, and to co-ordinate the collection, analysis, synthesis, and presentation of data in a variety of formats.
7. Lead and support the preparation of agendas and papers (including for meetings with execs); and undertake follow up work as required.
8. Ensure that any issues that are blocking the progress of the service improvement/ transformation programmes (incl. CIPs) are flagged and dealt with.
9. Communicate the achievements of service improvement/ transformation programmes (incl. CIPs) across the Trust.
10. Ensure that the patients' voice and needs are at the heart of the SI&E programme.
11. Ensure that projects are managed to budget and on time and meet the required levels of quality.

Education and Qualifications
Essential criteria
- Educated to masters level or equivalent experience, with at least significant management experience
Desirable criteria
- CCAB recognised accountancy qualification and experience in assurance or management consulting
Experience
Essential criteria
- Experience of delivering improvement, CIPS and Synergies
- Track record in designing, initiating and managing an improvement, CIPS programme and ability to demonstrate sustained delivery of targets
- Experience of programme management of CIPs delivery - preparing, implementing and delivering targets to time and budget
- Experience of measurement systems and understanding of the role of measurement in improvement, CIPS and synergy achievement
- Knowledge and experience of strategies for disseminating best practice and learning related to improvement, CIPS and synergies
- Ability to work with teams to achieve agreed goals
- Managing interation - involes others and is able to work in co-operative teams in which group members feel valued and empowered and have shared goals
Desirable criteria
- Operational management experience, particularly in outpatient settings
Skills and Knowledge
Essential criteria
- Confidence and proficiency in use of MS Office software
- Knowledge and understanding of implementing improvement, CIPS and synergies in a clinical setting
- Ability to build rapport and credibility with clinical and management teams
- Ability to evaluate the impact and outcomes of improvement and CIPS schemes including ensuring that the business engages meaningfully in the quality impact assessment process
- Ability to set up tools and processes to evaluate the impact and outcomes of improvement initiatives
- Ability to learn from best practice
- Organisational skills - able to deliver objectives within an agreed timeframe to achieve results
- Presentation skills - verbal and written to a high standard in a range of settings and at a range of levels
- Analytical - ability to analyse, interpret and present quantitative and qualitative project information to a range of audiences, including use of project management tools, spreadsheets and databases
Desirable criteria
- Knowledge of leading change in a clinical setting
- Experience of ensuring active patient and carer participation within development work

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
