Detailed job description and main responsibilities

Support the Chief Operating Officer in dealing with external commissioners, engaging in complex negotiations with regard to service contracts and in addressing operational performance issues raised.

Actively support the development and implement qualitative and quantitative measures to establish and monitor performance against organisational strategy.

Take a lead in monitoring, promoting and taking corrective action regarding operational service performance and improvement across the divisions as delegated by the Chief Operating Officer

Participate in the delivery of a robust planning cycle to define the activity levels, capacity, systems and processes required to achieve all standards.

Constantly strive for value for money and greater efficiency in the use of budgets. Ensure compliance with Standing Orders and Standing Financial Instructions.

Support the Trust's approach to service line management so that it provides an operating framework for localities and specialist services that encourages a high level of integrated (financial and clinical) performance.

Management of multiple budgets and to be accountable for financial performance across localities, including budget management responsibilities. Review and monitor financial performance and hold delegated budget holders to account ensuring services remain within their delegated expenditure limit

Develop and manage the implementation of systems, control process and risk management arrangements to support monitoring of compliance with clinical governance standards and other Trust wide policies and processes including best practise requirements.

Essential criteria

  • Educated to Masters level or equivalent experience
  • Formal management qualification or a recognised professional development programme

Knowledge

Essential criteria

  • Extensive specialist knowledge of the NHS & Social Care, equivalenet to doctorate level, including infrastructure and arrangements at national, regional and local levels
  • Up-to-date knowledge of NHS system reform policy and other key policy drivers. (Performance Management, operating Framework, capacity planning, payment by results, independent sector development and Foundation Trust issues)
  • Clear understanding of transformation programmes and service development and improvement
  • Knowledge of finance & HR Policies and Procedures in the NHS

Experience

Essential criteria

  • Significant experience in an Operational management role at a senior level
  • Experience in implementing innovative clinically led services
  • Experienced in strategic business planning and the presentation of complex business cases at Board level.
  • Demonstrate a successful track record of delivering effective healthcare services as a senior manager or director in a large, multifaceted healthcare environment including staff management, financial management and change management.

Skills

Essential criteria

  • Strong interpersonal and complex contractual negotiating skills, with the ability to engage, build and sustain relationships across a wide range of stakeholders. The ability to grasp critical issues and distil them into clear and manageable priorities, weighing both costs and benefits
  • Demonstrable ability to undertake broad scanning of networks, benchmarking, research, national developments and current NHS policy
  • Demonstrable ability in implementing change and evaluation (in complex and changing environments to deliver sustainable services)
  • Demonstrable ability in inter-agency communication and negotiation; including collaborative working
