Job Description
The Deputy Traffic Management Manager is responsible for helping and supporting the TM Manager with the planning pf all matters relating to traffic safety and control at any temporary change in risk on the highway. This role must be held by a Costain member of staff who oversees the engineering of the traffic management using a risk-based approach.

- Support the TM Manager.
- Oversee TSSs and Incident Support teams.
- Work with the TM Manager to help plan, manage and coordinate all matters relating to traffic safety and control including working closely with the procurement teams, management of road space by utilising the digitalised TM app and traffic management design.
- Oversee a quality approach to the inspection and audit of TTM.
- Ensure sufficient TSS are appointed to undertake suitable level of inspection, monitoring of the TTM to confirm the safe system of work meets the design.
- Ensuring the Temporary Traffic Regulation Order (TTRO) or Temporary Traffic Regulation Notice (TTRN) are applied for and complied with
- Work with the TM Manager to help manage all of the traffic management related supply chain
- Ensuring the Principal Contractor's TTM design and engineering enables a safe system of work for all, to accepted minimum standard e.g. as per Traffic Signs Manual Chapter 8 and associated documents including the DMRB, CIS53 and relevant Raising the Bar documents.
- Ensuring unplanned but foreseeable risks are managed and controlled using above the line controls where possible. This includes a focus on customers and in particular eliminating delays, congestion, dealing with breakdowns, support to emergency responders etc.
- Ensuring TSS are provided with compliant vehicles for undertaking their inspections and work activities.
- Coate info for the TM Manager from QSs for the TM packages and update the TM Dashboard
- Attend monthly Costain mangers meeting
- Attend quarterly Costain standards meetings with the supply chain
- Ensure observations are closed out in a timely manner with the site team
Knowledge, Skills, and Experience
Essential
- Significant experience within a traffic management environment
- Commercial Awareness
- Understanding of NH / TfL procedures.
- Basic understanding of Microsoft packages
- Good communication skills

- Ability to prioritise.

- NHSS 12 Traffic Safety Supervisor
- CITB Site Managers Safety Training Scheme as a minimum
- NHSS 12D M7
- NHSS 12 A/B
- First aid in the workplace training
- Conflict management training
- Safety Critical Medical
- Full Driving licence
Desirable
- IHE) TTM Engineering Professional Certificate. (Level 4)
