University Hospitals Plymouth NHS Trust is looking for someone with a strong interest in developing the education service within the department of Professional Healthcare Education.

The team lead on a wide range of education, training and development workstreams with a key focus on delivering the aims and ambition of UHP.

The department works closely with all our colleagues across the organisation and external partners and this is an exciting time to join the team as we move forward with our education strategy.

The post holder will support the education lead by contributing to the development and implementation of policy and strategy for UHP workforce development and education, based on learning from research, best practice and effective stakeholder consultation. This will involve regular attendance at key steering groups and deputised attendance at specified national and regional meetings contributing to learning and next steps.

***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.**

Main duties of the job

Manage and support the teams delivering Mandatory and Clinical training programmes.

As a member of the Department of Professional Healthcare and Education Senior Team, the post holder will contribute to and participate in the management and governance of the service

The post holder will be responsible to the Education Lead, who will provide guidance and professional management, work review and formal appraisal of performance.

Management of workload will be in the main self-directed, with support from the Education Lead.

To continuously monitor capacity and workload demand to ensure efficient use of staff and to ensure process capability.

Job responsibilities

  1. Lead the development of proactive and responsive training, which is compliant with national guidance and standards, is achievable within clinical practice and the changing needs and environs of patient care.
  2. Support maintenance of equipment within the Trust in collaboration with the Clinical Engineering Department.
  3. To work in collaboration with staff from other departments within the Trust, the Peninsula Medical School and with other service purchasers, to create a patient focused service and encompassing all elements of clinical governance.
  4. Evaluate the impact of learning and development programs on individuals and service delivery for the clinical, competency-based training delivered; use analytical skills to produce regular reports on training activity as required.
  5. Challenge barriers to an inclusive workforce (e.g. bias, historical ways of working and processes) and widen access through new approaches to recruitment and retention. Ensure models for every programme are measured, evaluated and where appropriate applied, to derive maximum benefit across workstreams. With the Education Lead support, the team to apply learning and evidencing across all work streams where applicable, in a timely manner that enables a robust improvement approach.
  6. Influencing decision making and implementing change, requiring challenge of existing working practices, influencing culture and behaviours, and facilitating change, whilst supporting staff to consider and embrace new ways of working, despite competing conflicting demands.
  7. Oversee collation and preparation of robust future fit evaluation data for portfolio workstreams, support the Education Lead enabling preparation of annual, quarterly and adhoc reporting requirements across corporate education and wider directorates. Ensure data collection structures within the team support flexible reporting and support inter-relationships of programmes and an improvement approach to delivery
  8. Lead and support collaborative development of creative, cost-effective education and service solutions that support workforce priorities, this will require the post holder to provide a senior level overview of existing funding opportunities that will support workforce development and effective scoping of new opportunities and models for use.

Organisational Development

  1. Work collaboratively with Heads of Departments/Ward Managers to support developmental priorities for clinical practice.
  2. Represent University Hospitals Plymouth (UHP) NHS Trust at national conferences.

Managerial

  1. Encourage team-working across the whole team to ensure that efforts are co-ordinated to meet overall team goals.
  2. Ensure personal development for staff under direct management, ensuring that all team members have regular 1:1s and appraisals/PDPs.
  3. Lead the training teams to facilitate clinical teams in the management of medical device training, competency, and audit in their areas/departments.
  4. Ensure information and practice is evidence based, in line with legislation, CQC, NHSLA provide regular reports to groups within the Trust about Trust compliance.
  5. Direct and work in collaboration with Clinical Educators who are based within Service Lines, ensuring clinical areas are meeting and can demonstrate their competencies in relation to CQC outcomes and NHSLA standards.
  6. Represent the Trust in regional networks for example, resuscitation, medical device/ medical gas training.
  7. Lead and manage specific complex projects and manage and support projects led by the training leads.
  8. Take a leading role in monitoring training and competence by leading research and audit programs on the review of competence and training
  9. Authorised signatory for departmental budget in the region of £960K.
  10. Support the management of the cost-effective use of resources within a budget.
  11. Identify and pursue opportunities for cost improvements and income generation that are appropriate to the work of the service.

COMMUNICATIONS & WORKING RELATIONSHIPS

  1. Advise and work with the Capital Investment Manager, Clinical Engineering, and procurement when medical devices are purchased to ensure adequate and appropriate training is in place.
  2. Advise ward managers and heads of departments regarding training and competence of staff in medical devices and medical gases.
  3. Advise the legal department regarding training and competency
  4. Work to support Risk managers in Care Groups through response to clinical incidents regarding medical devices and medical gases to identify learning/training needs or changes to training.
  5. Lead on the formulation and review of policies and procedures in relation to clinical training
  6. Identify areas for improvement in competency and education strategy, policy and operational processes and contribute to the formulation and the effective implementation of revised policies and procedures.

Leadership and development

  1. Lead the departments educational / service portfolio in the absence of the education lead.
  2. Plan, deliver and evaluate the training programmes for UHP staff as part of the statutory and essential update training programme and/or induction, to ensure national and local standards are implemented and met
  3. Lead the development of moving and handling, resuscitation, medical devices, medical gases link practitioner to cascade to support links within clinical practice for staff training
  4. Support the development of directorate base Clinical Educators, acting as a specialist and support to individuals. Ensure that Clinical Educators are provided with resources and competency-based training to roll out key clinical training trust-wide
  5. Evaluate the moving and handling, resuscitation, medical devices, medical gases training plans and delivery-to promote blended contemporary learning to support and facilitate high standards of clinical practice

Advice to clinical teams

  1. Ensure specialist advice is delivered to clinical teams on specific care of the deteriorating patient and emergency care
