Job overview

We are looking for an ambitious individual who is dynamic and forward thinking to support the strategic and operational direction of our Data, Intelligence and Insight service, and ensure the delivery of high value analytics to support decision making and improve patient care across the Health Board.

As the Senior Operations Manager for the Data, Intelligence and Insight Department, you will have autonomy to lead and be expected to drive change throughout the organisation, fostering an intelligence led culture working across departmental boundaries to influence change and support the delivery of safe, effective and efficient healthcare across North Wales. You will oversee the day-to-day management and future development of the health board's Patient Administration system, data warehouse and reporting and analysis functions. This will require detailed knowledge and understanding across the full breadth of data, intelligence and insight services with the vision, drive, and insight to pull these complex and diverse strands into a cohesive, well understood plan that delivers timely, accurate information to key organisational decision makers and supports high quality healthcare.

Main duties of the job

The post holder will be operationally responsible for implementing the relevant parts of the DDAT Strategic Plan and ensuring that the data and intelligence infrastructure is in place to support the delivery of safe, effective and efficient healthcare. This will require detailed knowledge and understanding across the full breadth of data, intelligence and insight services with the vision, drive and insight to pull these complex and diverse strands into a cohesive, well understood plan that delivers timely, accurate information to key organisational decision makers and supports high quality healthcare.

The role carries significant leadership and autonomous management responsibility and will be operationally responsible for the management of the Information Services Department on a day-to-day basis. This entails delivering a service of diverse and complex demands across the organisation, to a wide range of customers including Integrated Health Communities (IHCs), clinical and operational teams, corporate departments and the executive team.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

The post holder will be operationally responsible for the management of the Data, Intelligence & Insight Department on a day-to-day basis, comprising of teams

Responsible for the department's disaster recovery plans, ensuring that routine processing of data from across the organisation is effectively managed, and ensuring plans are in place to continue functioning in the event of a disaster.

Promote the use of intelligence and insight throughout the organisation, ensuring that the right intelligence is available to key decision makers and that they are aware of what information is collected.

Support the Assistant Director of Data, Intelligence & Insight in the development of long-term, strategic plans, ensuring flexibility and the ability to respond to changing priorities.

Continually revising, adjusting and updating long-term plans dependent on discussions with clinical teams and taking into account any changes in clinical practice would have on the Health Board's ability to deliver existing plans.

Responsible for the implementation of national information policy across the Health Board, advising IHCs and operational teams on how to interpret policies and ensuring they are adhered to.

Responsible for the financial management and monitoring of budgets in respect of Data, Intelligence & Insight Services.

To be successful in this role you will have a real eye for detail, analytical mind-set and in-depth understanding of various qualitative and quantitative techniques. You need to possess excellent problem solving and communication skills with a willingness to adapt your approach to work with a wide range of stakeholders across Integrated Health Communities (IHCs), clinical and operational teams, corporate departments and the executive team.

Essential criteria

  • Educated to Degree level or equivalent relevant experience
  • Management Qualification
  • Advanced knowledge of NHS information requirements
  • An in-depth specialist knowledge of how information is used across the organisation.

Desirable criteria

  • A Level Mathematics

Experience

Essential criteria

  • Sufficient experience in a senior informatics role
  • Evidence of substantial programme of knowledge development and extensive CPD in Information Management, including significant level of job rotation with specialist knowledge of all areas of information.
  • Experience of supervising and mentoring staff, developing training programmes for staff.
  • Advanced expertise in translating all National Minimum Datasets/abstract data into comprehensible and meaningful information for end-users i.e. key decision makers.
