Counter Terrorism Security Advisor Regional Manager (Counter Terrorism Policing South West) - Hybrid

Avon and Somerset Police are looking for a dynamic and experienced individual to manage a team of Counter Terrorism Security Advisors (CTSA) who deliver counter terrorism security advice to protect the region against terrorism attack. We are seeking someone with excellent communication and presentation skills who would be able to deliver presentations both internally and externally. The successful candidate will have good negotiation and influencing skills and experience of working with stakeholders and partners.

As a Regional Manager you will take a lead role relating to counter terrorism (CT) management, to enhance and improve the safety and security of all communities and represent CTPSW at regional and local resilience Forums on all matters related to counter terrorism.

The main responsibilities for this role include -

  • To fulfil the role of professional lead relating to counter terrorism (CT) protective security management, both internally and externally, to enhance and improve the safety and security of all communities.
  • To co-ordinate CTSA tasking locally through the unit and nationally from the National Counter Terrorism Security Office (NaCTSO) and collate regional management information returns (MIR).
  • To be fully competent and remain licensed to deliver the core responsibilities of a CTSA in providing protective security advice to crowded places, hazardous sites and sectors and other vulnerable locations identified either locally or by central government.
  • To represent the unit at regional and Local Resilience Forums (LRF) and on appropriate sub-groups, on all matters related to counter terrorism.
  • Delivering presentations both internally and externally to senior managers within the Police Service and partner agencies.
  • To promote awareness of the current terrorist threats and to resolve any security concerns through a 'problem solving approach'.
  • To undertake quality assurance inspections, to deliver consistent CTSA performance across the region by driving performance and setting targets.
  • To maintain accurate records of locations of CT concern within the region, the advice given and visits made to comply with the national performance indicators as prescribed by NaCTSO.
  • To support NaCTSO in annual quality assurance audits, provide accurate records of delivery and performance and to manage the continued professional development of CTSAs across the region.
  • To co-ordinate regional statutory obligations in respect of the security of designated pathogens, toxins and high activity sealed radiological sources (HASS).

To apply for this role you will need to hold a City and Guilds Licentiateship in Counter Terrorism Security Management or have relevant experience and must be able to evidence your professional competency within the protective security arena. The ideal candidate will have experience of working in a busy, fast paced environment whilst demonstrating high level problem solving skills and previous supervisory experience in a large organisation.

As a key part of this role the successful candidate will be required to travel around the region in order to manage the CTSA network throughout the South West. A full current driving licence will be essential, or the ability to travel around the region by alternative means.

This is an Avon and Somerset constabulary post based in either Wiltshire or Dorset depending on the location of the successful candidate.

Working pattern - Flexible working, part time, secondment and job share applications will be considered.

You must be a British citizen to work for the department. If you hold dual nationality, one component of which is British, you may also be considered. However, if successful, you may be asked to relinquish your non - British nationality (and any entitlement you may have to a foreign nationality) as a condition of your confirmation of appointment with the department. One of your parents should also be British or have substantial ties to the UK. In the latter instance; substantial ties means that your parent is a citizen of a British Overseas Territory, a Commonwealth citizen, US citizen, EEA citizen, British national or citizen overseas, and they would need to have demonstrable connections with the UK by way of family history or have been resident here for a substantial period of time.

If you're already married to, or cohabiting with, a person who isn't a British citizen, you may still be eligible for employment at the discretion of the department. You should note however, that marriage to, or cohabitation with, a person who isn't a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another department, or (if this is not possible or the officer does not wish to transfer) dismissal. Each case will be considered on its merits, taking into account the ties between the person involved and the United Kingdom.

The successful candidate for this role will have the opportunity to work from home whilst also at a secondary work location, which will be a police premises.
