About the job.

We're looking for a Cost Intelligence Manager to join our Business Services Directorate, to provide advice and support to the business on commercial issues, enhancing National Highways' capability as an informed and intelligent organisation.

Working in the Efficiency Delivery Team, you'll manage stakeholders across several workstreams. You'll be supporting stakeholders to provide evidence in helping to evaluate and report on output delivery, cost drivers and efficiency delivery across capital and revenue programmes. You'll interpret cost data to support the creation and on-going development of information and intelligence. By undertaking analysis of key data sets, you will recommend how the use of cost intelligence can improve performance and investment decisions.

You'll work on a hybrid basis with a minimum of 40% of your time in the office.

  • Managing stakeholders and liaising with all other areas of the business to maximise the development and assurance of all potential efficiency opportunities: Leading Efficiency Working Groups and other forums to support the business and the drive the efficiency agenda, Interpreting and translating cost and efficiency performance data into clear insights and sharing these with stakeholders, Managing and maintaining a robust communications plan to ensure consistently high levels of understanding and Capturing and writing high-quality narrative detailing efficiency performance.
  • Supporting the design and implementation of robust processes and systems for cost capture and cost base reporting.
  • Supporting assurance of cost intelligence, to ensure the quality of reporting withstands internal and external scrutiny.
  • Interpreting complex commercial data and identifying trends and conclusions based on this analysis.
  • Supporting the design and implementation of end-to-end sub processes for cost intelligence and identifying opportunities to improve value for money and investment decisions.
  • Providing leadership and mentorship to junior team members.

About you.

  • Stakeholder management and influencing skills.
  • Commercial and financial management, and economic analysis understanding.
  • Process and systems development experience, with proven data analysis capability.
  • Experience of delivering commercial outcomes to all levels of a business.
  • High-quality written skills, particularly preparing documentation translating technical content to lay audiences, and the ability to review and edit written documentation.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
