Our success is driving the growth of our UK team, and we are seeking to recruit experienced Associate Directors and Senior Consultants with experience of HMT Green Book business case development and PPP/Complex projects using different funding / financing delivery models. Also, you will have experience in the delivery across a number of sectors, in particular, low carbon (incl. carbon capture, hydrogen and heat networks) water, waste, and surface mobility projects.

Job Description

This role will require you to:

  • Support clients in developing and implementing commercial, business and capital funding strategies for greener and sustainable project delivery to meet client business priorities.
  • Use your experience and knowledge to contribute to the strategic and commercial assessment of a business challenge, the development of 'optimal' solutions, and its implementation.
  • Experience of the factors influencing major project / programme set up, development and delivery at different stages in the project / programme lifecycle, with; the emphasis on:
    • business case development; and
    • major infrastructure development using public funding and/or private capital.
  • Experience of project finance/PPP transactions and the role private capital plays in infrastructure development, in particular, low carbon and Net Zero.
  • Use your strong interpersonal, communication and influencing skills to engage with and influence a wide range of clients and stakeholders to support the successful adoption and realisation of successful business outcomes.
  • Present your ideas and outputs in a clear, concise, and engaging manner.
  • Be confident operating as part of a multi-disciplined team providing a holistic professional advisory service to our clients in all parts of a major programmes.
  • Managing timely and quality deliverables and delivering excellent client care.
  • Share your knowledge and experience with your colleagues through our communities of practice, social media channels and workshops.
  • Deploy our established processes, tools, and systems, tailoring these to suit specific circumstances and contributing to their continuous improvement and development.
  • Identify, contribute to and progress business generation opportunities where appropriate.
  • Flexible to travel as needed to meet client requirements.

Qualifications

To be an attractive candidate for our business in this role you will possess some of the following attributes:

  • Degree or MBA qualification or equivalent experience would be advantageous.
  • Experience in some, or all, of the following: water, waste, surface mobility.
  • Experience in some, or all, of de-carbonisation and Net Zero sectors including: hydrogen, offshore wind, sustainable transport and infrastructure, batteries (including battery storage) and carbon capture storage.
  • Experience of writing HMT Green Book Business Case Strategic, Commercial and Management dimensions.
  • Familiarisation of HMT Green Book Business Case Economic and Financial dimensions.
  • Knowledge of economic benefit assessment, including social value, community benefits and low carbon transition.
  • Experience of government Greenbook business case development (preferably with de-carbonisation and Net Zero experience).
  • Experience of working in the public infrastructure sector, with a portfolio of experience in managing projects within a public sector delivery setting.
  • Experience of working on PPP transactions and the role private capital plays in infrastructure development, in particular, low carbon and Net Zero.
  • Experience of working on PFI transactions in an operational and/or Handback/Expiry setting.
  • Appreciation of relevant UK policy guidance development.
  • Experience of government departmental governance processes for HMT Green Book Business Case approvals.

Additional experience

  • Preferably have experience of assuring HMT Green Book Business Cases.
  • Effective management experience within a multi stakeholder environment.
  • Demonstrable capability as an influencer within commercial / procurement environments, coupled with the flair to leverage commercial opportunities and grow client relationships as a 'trusted advisor'.
  • Robust and methodical analytical skills, adaptable and a team player to work as part of a growing business unit.
  • A natural gravitas in dealings with clients, with a 'making the difference' approach and an enquiring mind-set.
  • Able to prepare, define and lead on bid proposals, and work closely alongside Senior Management and the wider Turner & Townsend team.
