Brief Description

Lead the construction assurance function to provide Network Rail and its suppliers confidence that works are being delivered in line with expectation, with focus on ensuring the operation of the railway is safeguarded and workforce safety is not compromised, through prescribed audit practice designed to improve performance and promote good practice.

About the role (External)

Key Accountabilities:

1. Develop and set the strategic direction of the construction assurance function to provide effective governance and assurance of the construction activities undertaken by the supply chain.

2. Analyse data from site visits to provide Network Rail and its suppliers areas for improvement and promote good practice.

3. Develop and implement improvement plans to improve performance in the supply chain where required to provide safety assurance and continuous improvement.

4. Work with suppliers and the assurance function to bring balance and consistency in approach.

5. Deliver subject matter expert input on construction health and safety to assurance activities so that Capital Delivery Eastern accountabilities can be effectively discharged. This is through deep dive assurance activities on site and through the subject matter expert role on functional audits and interim reviews.

6. Direct the construction assurance function in respect of the requirement that all sites are visited pre-start and once a period thereafter during the construction phase to meet site inspection requirements.

7. Form working relationships with suppliers, senior management and regularly meet to promote continuous improvement and agree how to best share identified best practice.

8. Enforce and drive improvement where identified by the assurance function to bring speedy resolution.

9. Be the point of contact when Network Rail and its suppliers require support as required to resolve poor performance issues identified during the construction phase.

10. On an on-going basis understand the portfolio of work being undertaken to assist in the forecasting of potential risks and peaks in workload.

Job Skills, Experience and Qualifications

Essential

• Demonstrable experience and success within a construction assurance function.

• Construction Industry Training Board - Site Manager Safety Training Scheme or similar or equivalent experience.

• Membership of a relevant professional body for example Chartered Institute of Building, Institution of Civil Engineers, Institution of Railway Signal Engineers or equivalent

• Demonstrable experience of leading assurance inspections. Significant experience of leading a multi-disciplinary construction assurance function team.

• Demonstrable significant experience of the CDM Regulations and health & safety legislation, regulations and industry practices.

• IT literate (Word, Excel, PowerPoint and web-based audit tools)

• Ability to operate effectively in both a site and in an office environment.

• Demonstrable experience of bringing different people together; promoting working as one team,

• Demonstrable experience of challenging self and others to improve services and approaches.

• Demonstrates a passion to deliver and motivates others to work at their best.

• Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks.

• Demonstrable experience of positively representing themselves/ their team within and external to the business

Desirable

Educated to degree level.

Experience within the rail industry.

Experience in Railway SISS and CCTV systems.]]>
