Job Description
The Community Engagement Manager - Community Facilities will be responsible for delivering Heathrow's strategy for supporting engagement with communities affected by displaced and impacted facilities under the Heathrow Expansion DCO. The role requires ensuring all engagement is conducted with care, sensitivity, and respect, helping maintain trust and reinforcing Heathrow's reputation as a responsible neighbour.
You will develop tailored engagement plans to understand the needs, priorities, and concerns of communities experiencing changes to local facilities, building strong and transparent relationships with residents, community groups, service providers, and other stakeholders. Working collaboratively across Heathrow, you will ensure insights from engagement are captured and used to inform future planning for displaced and impacted facilities, ensuring community voices are heard and handled with empathy throughout the third-runway planning process.
Responsibilities
- Manage relationships with local community stakeholders and operators of facilities affected by airport activities, ensuring open, proactive dialogue on impacts, mitigation, and issues related to the Heathrow Expansion DCO.
- Act as the primary point of contact for displaced community facilities, delivering tailored, place based engagement, supporting transition needs, and coordinating trusted local networks, forums, meetings, and drop-ins.
- Capture and relay community feedback to internal teams, advocate for community needs within Heathrow, and ensure displacement impacts are understood and considered in Expansion-related decisions.
- Support the Community Relations Helpdesk and oversee communication channels by developing clear, accessible materials both digital and hard copy for communities affected by displacement.
- Prepare clear records and regular management reports demonstrating engagement effectiveness, tracking themes, and supporting transparent communication with stakeholders, including community groups, local authorities, councillors, MPs, and the Community Engagement Board.
- Work collaboratively across the Communities team and wider Heathrow teams to ensure coordinated support for impacted communities and contribute to continuous, joined-up engagement across the programme.
Qualifications
- Graduate or postgraduate qualification, or equivalent relevant experience, with strong knowledge of the community engagement landscape and its application to major infrastructure projects.
- Experience working directly with communities impacted by major infrastructure, with a proven collaborative approach in large, matrixed organisations.
- Ability to measure and evaluate the effectiveness of engagement and communication activities, ensuring continuous improvement.
- Exceptional attention to detail, strong organisational skills, and a completer-finisher mindset.
- Excellent interpersonal, negotiation, influencing, written and verbal communication skills.
- Strong understanding of the full mix of communication channels traditional, digital and social and experience designing innovative, interactive engagement tools and activities.

Working Location
Our Hybrid working approach offers the opportunity for colleagues in some roles to work from home for an average of two days a week, providing the flexibility to work in an agile way whilst ensuring we deliver for the operational needs of Heathrow. Working arrangements vary from team to team and will be confirmed during the recruitment process. You'll need to be based in the UK and within a commutable distance to Heathrow.
