Detailed job description and main responsibilities

The post holder will be responsible for the Commissioning and Implementation of the IPS employment support services for people with Serious Mental Illness across Greater Manchester.

This will include the implementation and mobilisation of the contract currently out to tender and the future commissioning and implementation of contracts associated with this project.

The successful candidate will have experience of commissioning and mobilising services in a health, employment, or social care environment and of successful project delivery across a complex landscape.

They will need to demonstrate a track record that includes excellent project management and delivery skills, be able to negotiate and resolve complex issues, have the ability to meet exacting deadlines, and the ability to forge positive and collaborative relationships with stakeholders from a wide variety of backgrounds.

Education / Qualifications

Essential criteria

  • Educated to, or working towards, master's level, plus equivalent relevant experience.
  • Project Management qualification.
  • Evidence of continuous development including leadership development and implementing policies and processes.

Desirable criteria

  • Formal improvement qualification

Experience

Essential criteria

  • Experience of service commissioning and tender process including leading tender processes within the health and social care arena.
  • Experience of working with senior management teams on commissioning / service redesign projects
  • Demonstrable experience of project management and implementation: • Establishing and delivering complex projects within agreed timescales. • Working in effective partnerships with service users, clinicians, and other stakeholders • Involvement in service redesign projects.
  • Demonstrate experience in using lessons learnt to develop best practice.
  • Experience of involvement in NHS procurement processes, performance management and stakeholder engagement (including clinicians, and users / carers)
  • Significant demonstrable experience of working across organisations, particularly acute and community care interface.

Desirable criteria

  • Senior management experience in the NHS.
  • Experience of project management within a Prince methodology or similar

Knowledge

Essential criteria

  • Knowledge of commissioning, project management, and implementation.
  • Understanding of current mental health services and configurations delivered within the NHS and Social Care economy.
  • Current understanding of the challenges facing all aspects of mental health services across the organisation
  • Knowledge of current national policies and interpreting national guidance
  • Understanding of current Strategic Plan and operating context.

Desirable criteria

  • Knowledge of improvement methodology.
  • Experience of researching best practice interpreting its relevance and processes / practices which could be implemented successfully to achieve service delivery.

  • Able to use the full range of Microsoft Office applications.

  • Experience of user involvement in service development.

  • Able to facilitate and devise education and training programmes.

Applicant requirements

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
