Role Responsibility
A year following the separation of Commercial and Procurement functions from Strategic Commissioning, Kent County Council's Commercial and Procurement Division has achieved the CIPS Accreditation for Excellence. Exciting changes are ahead, including the implementation new procurement regulations, including the Provider Selection Regime and the Procurement Act 2023. The Commercial and Procurement Division is driven by its mission to ensure the Council is delivering 'best value' for residents across £1.2b of contracted spend. By 'best value', we mean much more than value for money and delivering savings. We are committed to delivering wider social, environmental, and economic benefits to Kent communities and supporting the Kent economy.
The People category accounts for over £825m spend under management and Commercial and Procurement staff within this team, work to support commissioning colleagues working in a dynamic, but challenging market, where no two days are the same. We are looking for an ambitious and motivated professional to join our People Category which covers Adult Social Care, Children and Young Persons, Integrated Health including Public Health and Families, Communities and Education services, in the role of Commercial and Procurement Manager.
As Commercial and Procurement Manager, you will lead a sub-category and will be responsible for providing leadership, strategic direction and long-term vision for the delivery of specified procurement category across Kent within a highly complex context and political environment. You will ensure that service and corporate requirements and all procurement standards are met to ensure that Kent County Council delivers demonstrable value for money, continuous improvement and best practice. You will be responsible to line manager Senior Commercial and Procurement Officer(s) and Commercial and Procurement Officer(s).
To join us, you will have achieved CIPS level 5 or a demonstrable commitment to work towards required level. You will have an excellent work ethic, be organised and able to manage multiple projects. You will be able to demonstrate strong procurement knowledge to support clients in delivering their commercial pipeline. You will have excellent interpersonal skills, including the ability to communicate effectively and build relationships with internal stakeholders and suppliers. You will have the ability to research, analyse and interpret data/information to support development of procurement plans and category strategies and have a clear focus on ensuring that the needs of service users are fully considered, when securing services.
