Job overview

As a key member of Liverpool Women's fertility service management team, the Clinical Services Manager will be responsible for the provision of safe, effective, and efficient services across both centres, reporting into the Person Responsible.

Main duties of the job

The post holder is expected ensure optimum quality of care and clinical excellence is achieved by working in collaboration with clinical teams, patients, patient representatives.

The post holder will implement patient centred clinical and nursing operational strategy and plans, ensuring that systems and processes to comply with relevant legislation and governance requirement including linking with external bodies such as commissioners when required utilising the expertise and skills of the wider divisional team.

Detailed job description and main responsibilities

Main Duties and Responsibilities:
To deliver safe services
1. Provide clinical leadership, co-ordinating and assuring the highest standards of care for patients as measured by HFEA standards and trust performance indicators.
2. Provide professional nursing and AHP leadership on the organisation and
management of care.
3. Monitor the provision and delivery of support services ensuring that these are designed and delivered to achieve the highest standard of care.
4. Support in ensuring best practice in infection prevention and control is adopted by all staff at all times.
5. Work in collaboration with the Facilities team to ensure that support services, and cleaning schedules are reflective of the needs of the clinical areas and that the environment is maintained appropriately.

6. Act as patient's advocate in promoting, and delivering the highest standard of care, and monitor compliance against current, relevant policies and procedures.
7. Provide a visible, accessible and authoritative presence to whom patients and their partners can turn for assistance.
8. Ensure the fundamental and essential aspects of fertility care are met and measured by benchmarking.
9. Lead clinical governance initiatives ensuring a process of quality improvement and driving up standards of nursing care.
10. Contribute to developing and measuring and monitoring Key performance indicators.
11. Ensure that equipment is clean, well maintained and fit for purpose and that staff are trained in its use accordingly.
12. Provide support and advice on issues relating to safeguarding
children/protecting children/domestic violence and vulnerable adults for
nurses/midwives and support staff in the Division.
13. Contribute to Clinical Governance, HFEA, Quality improvment requirements, Research and Development initiatives, providing professional advice and leadership. Provide evidence for compliance and lead on action plans where gaps are identified.
14. Report and record all adverse clinical incidents and investigate as needed, reporting and providing evidence of learning as appropriate.
15. Comply with the HFEA and Trust policy for management and administration of medicines, proactively working with clinical teams to reduce the severity of medicine related incidents.
16. Identify areas of special interest, practice development, and service
improvement delegating to team members as appropriate.
17. Undertake relevant clinical skills and functions in accordance with the NMC code of Conduct to maintain professional competence, authority and credibility.
18. Be part of the manager on call rota.

To develop a well led, capable and motivated workforce
1. Facilitate and lead team working, innovation and practice development.
2. Ensure appropriate skill mix for patient need providing advice and overview, promoting new ways of working.
3. Lead initiatives to promote staff having a positive experience in the workplace.
4. Role model the expected standards of behaviour and positively challenge
individuals when performance falls below expected standards.
5. Responsible for managing sickness absence and performance. Ensure proactive management of the teams.
6. Be involved in the recruitment and retention of staff at Band 7 and below.
7. Provide leadership, recognising and valuing equality and diversity in the
workplace.
8. Provide an effective learning environment for all staff developing own area to achieve relevant standards

9. Responsible for ensuring all staff in area of remit comply with training including equipment competencies.
10. Ensure effective induction programmes for staff new to the area, ensuring newly qualified nurses are supported by a programme of preceptorship.

To be efficient and make best use of available resources
1. Work with the divisional management team to prioritise cost pressures.
2. Allocate duties to staff in accordance with their individual levels of competence.
3. To manage demand and capacity to ensure access targets are met.
4. To monitor demand and capacity through periods of staff shortages, maternity cover etc ensuring safe working practices at all times.
5. Constantly review service provision and ensure agreed changes are managed to agreed timescales.
6. Effectively performance manage staff.
7. Effectively manage systems and processes to enable collection of performance monitoring information.
8. To regularly review clinical and managerial information regarding activity within the service, producing reports and service improvement plans accordingly for consideration by the Divisional Manager/and or Divisional Board.
9. Working closely with clinicians in order to achieve optimal decisions for overall patient care.
10.Build processes around patients and work with patients as partners in the delivery of excellent healthcare.

To deliver the most effective outcomes
1. Maintain an effective communication network; written, verbal and electronic, informing senior staff of all matters outside your role/sphere of competence, cascading information to more junior staff.
2. Communicate with other service providers to support the effectiveness of wards/departments.
3. Play an active part in Clinical Audit review.
4. Communicate effectively on a daily basis with patients, this will include difficult conversations to address expectations of patients who are accessing fertility services and the complexities of fertility treatment and pathways.

To deliver the best possible experience for patients and staff
1. Lead and encourage practice development initiatives, encouraging innovation and development and ensuring that teams participate in patient safety and quality improvement programmes.
2. Responsibility for the delivery and maintenance of Key performance indicators relating to Fertility.
3. Support the implementation of the Patient Experience and Involvement
strategy, improving the patient experience by being visible, listening to and
resolving problems for patients and their relatives and building links with PALS.

4. Investigate any accidents, complaints, defects in equipment, near misses and adverse clinical and non-clinical events, and produce reports as requested by Person Responsible and Lead Nurse.
5. Promote ways in which patients and their carers can be involved in their care and service development.
6. Support complaints management for area of responsibility, ensuring learning is embedded and disseminated, utilising strategies to ensure an overall reduction in complaint numbers.

Legal and Professional Responsibilities
1. Ensure practitioners are aware of and understand their professional and legal responsibilities.
2. Provide professional advice and input to policy development where appropriate to role.
3. Adhere to Trust and departmental policies and procedures and monitor
compliance.
4. Maintain a safe environment for yourself and others, taking reasonable care to avoid injury. Cooperate with the Trust to meet statutory requirements.
5. Provide statements regarding untoward incidents, as requested by Head of Nursing.
6. Ensure all staff attend Trust mandatory training annually.
7. Maintain registration and nursing/midwifery competencies, and comply with NMC code of Professional Conduct, and related documents.
8. Sustain and improve own professional development by personal study, work based learning activities, and by using opportunities provided by the Trust.
9. Keep up-to-date with legal matters that may arise during course of duty.

Qualifications

Essential criteria

  • Registered Nurse/AHP
  • First degree in nursing or health related subject or equivalent
  • Extensive experience at ward Manager level
  • Leadership qualification or evidence of leadership skills
  • Master's degree or working towards
