Job overview

The role of the Clerk of works/ Capital Project manager will require the individual to be thoroughly conversant with production drawings, Specification, Schedules, and other relevant documents concerning each project they have been asked to oversee. Knowledge of NEC and JCT contracts including full service and Design and Build.

Check on a regular basis that work is being undertaken in accordance with production drawings, specifications, schedules etc. and such work is being undertaken in accordance with the condition of the contract and relevant codes of practice within the above role such Health and Safety issues are to be considered and co-ordinate method statements with the contractor before such work commence

Main duties of the job

Assist the Head of Capital Projects and Property in the development of the Trust's Capital Program and manage specific projects in order to implement the program to improve the environment for patients and staff.

Commission and Project Manage Capital projects including major revenue projects, including work on business case development.

Provide technical representation at Project Meetings (Steering Groups & Specialist Design Groups) linked to capital schemes and other schemes within the program. Provide the technical input into the Project Group meetings.

Provide expert specialist and professional construction and Facilities Projects advice to in relation to the projects undertaken and more generally throughout the Trust on behalf of the Head of Estates.

`Work with the Head of Capital Projects and Property to develop and implement long term Capital plans and procurement strategies/procedures for the department. Provide specialist advice on sustainable design issues to healthcare designers and planners. Undertake audits on proposed designs, to ensure they meet the requirements of the organisation.

Direct line management of project teams/contractors on engagement of projects.

Maintain an in-depth and up to date knowledge of sustainable and health-care related design issues in construction

Detailed job description and main responsibilities

1. All work, as it proceeds, will be regularly inspected to ensure that the contractor is discharging all aspects of his contract obligations. The Clerk of Works/Project Manager will be expected to undertake his duties generally within the contractors' working hours.

2. The Clerk of Works/Capital Project Manager will be expected to undertake NEC3 contract supervisor works/Capital Project Manager.

3. Any discrepancies, faults, departures, or deviations from the contract documents will be pointed out to the contractor, recorded, and notified to the design consultant responsible for the administration of the project. Any problems of document/drawing and/or guidance material interpretation will be referred to the appropriate design consultant and if of an urgent nature may be resolved and recorded in the form of a written site direction.

4. The Clerk of Works/Capital Project Manager will keep a daily logbook, and where necessary photographic record, recording progress, weather conditions, contractor's queries, available trades on site and numbers of workmen, materials, problems etc. and submit a weekly summary report to the design consultant and client. Any necessary and unavoidable variations recorded by

measurement and agreed with the contractor if, in the interests of progress, the work needs to be covered up before the Quantity Surveyor has the opportunity to visit.

5. The Clerk of Works / Capital Project Manager will witness all tests of services, plant, equipment, drainage and material and issue of test certificates. The Clerk of Work/ Capital Project Manager s will also be responsible for ensuring that all services, plant, and equipment are properly and fully commissioned.

6. Any necessary and unavoidable variations as to quality and quantity of labour and materials used should be reviewed to ensure they meet the Trust's standards and design guide criteria and recorded by measurement and agreed with the contractor if, in the interests of progress, the work needs to be covered up before the Quantity Surveyor has the opportunity to visit the site.

7. Assist in the preparation of the schedules of outstanding work and defects prior to issue of the certificates of practical completion.

8. Monitor and advise the contractor to observe his obligations under the Health and Safety at Work Act and the Trust's local policies re asbestos, water hygiene, etc.

9. Manage External Design Consultants, Contractors and Suppliers alike on complex project programmes in order to maximise cost effectiveness, coordinate and deliver good quality schemes that meet the needs of staff, service users and the general public and provides the Trust with buildings that meet the needs of the services now and in the future.

10. Manage budgets and accounts associated with specific projects in order to maximise cost effectiveness whilst remaining within agreed budget limits and complying with Trust Standing Financial Instructions and Procurement Policies.

Person specification

Qualifications

Essential criteria

  • HNC/HND or equivalent in Construction related field (A &I)
  • Membership of the Institute of Clerk of Works or equivalent (A &I)
  • Specialist works and building knowledge to degree level

Desirable criteria

  • Associate Membership of a relevant professional surveying institution (A &I)
  • Evidence of continuing professional development (A, I)
  • IOSH Healthcare (Risk & Safety Management) or NEBOSH general certificate (Construction).

Experience

Essential criteria

  • An extensive knowledge of building construction legislation and regulations, trades and materials pertaining to mechanical/electrical building services. (A &I)
  • Experience in a range of building services work, (A &I)
  • Knowledge of current Health & Safety requirements and CDM Regulations (A &I)
  • In depth knowledge of NHS project management including procurement routes, and business case development.
  • Experience in facilitating formal tendering processes
  • Local authority, planning and building control guidelines

Desirable criteria

  • Experience of working within a MI Healthcare environment
  • Leading and influencing in challenging circumstances

Skills

Essential criteria

  • Capacity and confidence to access all parts of potentially hazardous environments such as building sites/roof/lofts,etc...
