Birmingham Forward Steps Service (BFS) is an exciting innovative service that delivers an integrated Early Years Health and Well Being Service across Birmingham that brings together the Children's Centre and Health Visiting offer in the city as one integrated service, for children aged 0-5 and their families.

To deliver the contract, Barnardo's has a partnership with a health lead body who have overall responsibility for the contract; Birmingham Community Healthcare NHS Foundation Trust (BCHC) and three other voluntary sector organisations (Spurgeon's, The Springfield Project, and St Paul's Community Trust).

The service operates city wide across 10 districts and Barnardo's directly manages 4 of those districts. This service supports children and their families from shortly before birth up to the age of five and provides accessible, community-based services for families with pre-school children through Family Hubs/Children's Centres, their own homes and a number of other community venues.

We are looking to recruit 2 dynamic, experienced, full time Children's Services Managers to manage and lead our BFS services in the Ladywood and Edgbaston Localities.

Duties will include:

  • Coordinating delivery across the designated Locality (BFS/Family Hub services)
  • Providing leadership and direction
  • Responsible for overall performance of the locality in line with contract KPI's
  • Maintaining and developing all external partnerships in locality including early help services, health, early years services, voluntary & community sector, and parents/carers.
  • Budget holding responsibilities
  • Responsibilities for Health and Safety and Safeguarding across the locality
  • Line management of the Locality Leadership Team
  • Leading network groups and strategies as designated
  • Supporting the development/growth of new services and funding streams

The successful candidates must have/be able to demonstrate:

  • A professional qualification in a relevant field e.g Early Years, Health, Social Care
  • Significant experience of leadership and management for the delivery of integrated services by a multi-disciplinary and multi-functional team and have the skills to lead local partnerships
  • Significant experience of staff management / leadership of large multiagency teams
  • Experience of financial planning and budget management to the value of at least £1 million pounds per annum to include effective application and compliance with financial procedures
  • Significant experience of managing change and delivery of services to a range of stakeholders, including co-production with parents
  • Significant experience of the management of complex professional and stakeholder relationships
  • Experience of leading the development of innovative new services for children and their families within a diverse community context
  • Extensive experience of monitoring and measuring services and achieving improved outcomes for children and families.
  • Specific understanding of good practice in delivering Early Years, Health and Social Care services including the legislative and regulatory framework
  • Excellent knowledge of child development, and theoretical practice frameworks
  • Substantial knowledge of current legislation and procedures relating to the Children's Act, SEND Code of Practice
  • Substantial knowledge of Safeguarding and Child Protection
  • Skills in using management information systems and computer-based systems

These roles will require you to travel independently across the localities therefore you must be flexible and adaptable, particularly in relation to working hours and location.
