Just imagine...

Imagine being able to make a significant, lasting difference and drive real change that will enable future generations to thrive. The central Change Programme Team here at Thurrock Council is evolving and offers an opportunity to do just that. We are now looking for a select group of dynamic and driven individuals who can help us achieve our ambitious objectives.

We have a herculean yet achievable task ahead. It will be no easy feat to embed innovative technology, modernise processes and change behaviours and mindsets, however, we have started that journey and are confident that with the right team and the right skills, we can make this happen. The truth is, we must make this happen, and you will be joining us at the most critical point in the journey yet.

An opportunity to learn how to bring a council out of intervention, you will play an integral role in facilitating and guiding the council on its journey to modernisation and financial sustainability - whilst transforming ways of working with our internal staff, elected members, residents, and leadership.

On the other side of the change, as we leave intervention, expect career defining moments and a sense of pride that the Borough is not only fit for purpose but is ready to lead the way forward.

The role:

The Change Delivery Manager will play a pivotal role in the journey ahead and will be integral to translating the emerging new Operating Model into specific change focused delivery plans.

Responsible for managing the delivery of multiple change focused initiatives across different service areas, you will work closely with senior leaders, service managers, project teams and external partners to plan, lead and embed key deliverables within the broader change programme.

In addition to a laser focus on effective delivery and benefit realisation, you will need to have the ability to take a variety of stakeholders on the journey, considering how best to engage and manage each group at each phase, ensuring change is embraced and adopted. Natural facilitation and matrix management will be key to your day-to-day success.

Expect to need to navigate a complex landscape and actively manage tasks, risks, actions, issues that will enable project delivery - surrounded by a team of likeminded and future focused individuals.

What we are looking for in summary:

  • Proven track record of successfully planning, leading, and embedding change deliverables within a project and programme setting, ideally in an environment that is going through significant modernisation
  • Pragmatism and objectivity - enabling you to solve problems with ease
  • Advanced relationship building skills
  • Resilience, flexibility, and adaptability
  • Desire to drive change and passion to make a difference
  • Local Government / Public sector experience is desirable but not essential

What's in it for you:

This is a rare and exciting opportunity in an organisation that is committed to delivering better services for its residents, communities, and staff. You will be part of a supportive and dynamic team and have access to a range of benefits:

  • Generous annual leave entitlement - 25 days rising to 30 after 5 years' service.
  • career average pension scheme
  • relocation packages
  • interest-free loans for green travel such as bikes or public transport season tickets
  • salary sacrifice schemes such as childcare vouchers and cycle to work schemes.
  • maternity, paternity, adoption and shared parental leave above the statutory minimum
  • employee assistance programme to provide support to employees both at and outside of work
  • flexible working to help balance work and personal life including job sharing, part-time working and home working
  • buying additional annual leave
  • career break scheme for up to 2 years
  • wide range of courses to support employee development
  • discounted rates for national restaurants, retailers, attractions and experience days
  • discounts with local suppliers including cycle, beauty and fashion stores, restaurants, estate agents and driving schools
  • 24-hour health advice and support

A Disclosure and Barring Service (DBS) Check is not required for this role.

Advert Closing Date

  • Redeployment Only: 12th September 2024
  • Internal and External Applications: 6th October 2024

Interview Date: TBC
