To act as the University Hospitals of Leicester NHS Trust (UHL) Car Park Management Subject Matter Expert (SME). Undertaking the lead role relating to the management of all Car Parking Strategy, tactical and Operational needs in support of its Colleagues, Patients and Visitors, focusing on the Management of a finite delivery procedure enabling smooth operation of the Parking Experience for all.

Holding primary responsibility for production, custodian, and implementation of UHL Car Park Policy and well as the custodian of the development deployment and delivery of the Car Park Management System (CPMS) and the associated field Equipment.

Develop ownership monitoring and reporting of the CPMS, developing the needs of the CPMS with the UHL's chosen provider. Work flexibly to promote continue process development of the system, creating a mindset of continual development in the building of the automated process. Utilise the entire Car Park Management Team to promote smarter working with the CPMS, gaining ongoing engagement in its development from the team.

Main duties of the job

To work alongside the Travelwise Manager in understanding the Travel Action Plan impact on the Car Park Strategy. Utilise the Travelwise manager as an implementation partner in the delivery of the UHL car parking policy across UHL estate.

Work with the Travelwise Manager in understanding the needs of external bodies including Leicester City Council (LCC), public transport providers in the integration of the UHL Car Park Management System.

Detailed job description and main responsibilities

1. Subject Matter Expertise for the UHL Car Park Management.

2. Production, ownership, and implementation of the Car Park Management Policy including regular updates.

3. Work alongside the Travelwise Manager in the role for SME and implementation partner in the delivery of the UHL Car Park Management Policy and the Travel Action Plan across UHL estate.

4. Promote the concept and development of the Car Park management System throughout the UHL, through Implementation and ongoing via internal platforms.

5. Be part of the Travelwise Managers focus and working groups built of singular or across multi functions to utilise peer group and wider expertise to support solutions. Lead where appropriate SME skills lead such as CPMS.

6. Act as UHL SME for Car Park Management as a key member of the Car Park Strategy Group (CPSG). Supporting awareness of the Travel Action Plan, and

external influences such as the LCC requirements when considering Car Parking Strategy across the UHL.

7. Report via the CPSG the pre agreed CPMS reports to enable short medium- and long-term decisions to be made as well as the incubator for improvements and feedback.

8. Provide ongoing governance, review, and audit of delivery against the CPMS.

9. Establish mutual working with the Travelwise Manager in delivery of the Car Park Management Policy including regular review of all things Car Park Management System reporting wise.

10. Utilise all reports from CPMS to support Financial, Governance and Real Estate needs from Reconciliation of Permit costs to Car Park lease requirements.

11. Develop and implement the needs of patients and visitors needs and requirements of the Car Park Management Policy and the CPMS.

12. Utilise the Travelwise Manager and the wider community and networks to develop bespoke needs for the UHL, its colleagues, patients, and visitors.

Person specification

Training and Qualifications

Essential criteria

  • Provide Qualification level to underpin the requirements of the role. Minimum A Level or NVQ Level 3.
  • Training to compliment and provide either direct understanding within the Parking field or another expertise to support development of the role.

Desirable criteria

  • Specific Facilities Management / Car Parking / Logistics Qualification to NVQ Level 3 or higher.

Experience

Essential criteria

  • Provide good understanding of the needs of the role. Substantial (+5 years) experience in same / similar field.

Desirable criteria

  • Management of Similar size and scale Car Park Solutions.

Communication and Relationship Skills

Essential criteria

  • Ability to be a key stakeholder for Car Parking Management within a variety of Focus groups across the UHL Trust.

Desirable criteria

  • Integrate the strategic needs of the wider team into the Car Park solution.

Analytical and Judgement Skills

Essential criteria

  • Ability to take reports and integrate across various other platforms and provide the core message and output as required.

Desirable criteria

  • Ability to take the message from raw data and develop it as far as colleague sharing of the message required in support of the Car Parking Solution and the Trust Values.

Skills

Essential criteria

  • Agree development needs for the role in advance and keep to key milestones.

Desirable criteria

  • Self-motivated to deliver as SME the key messages from the Car Parking Policy.

Disclosure and Barring Service Check

Please note if you are successful in obtaining this position and the post involves regulated activity you will be required to undertake a Disclosure & Barring Service check.

The Trust will pay for the check initially and the money will then be deducted from your salary over a three month period commencing on your first month's payment.

The current price of a check is £38 for an enhanced and £18 for a standard check.
