Job overview
The Business and Performance Manager for Richmond and Wandsworth Community Drug and Alcohol Service (RWCDAS) will be expected to work across both sites. The post holder will be working in a fast-paced environment with competing demands. You'll support the service in delivering performance targets and business plans, provide professional leadership and line management to administrative and reception staff, and ensure assurance for local and national data set submissions.
For this role, we are seeking a highly motivated and creative individual with excellent business management skills, and the ability to manage multiple agendas in a busy role whilst being able to use your own initiative and skills to problem solve. Good systems knowledge, data collation, extraction and analytical skills, is a must for any applicant.

Main duties of the job
- To be a key resource to Richmond and Wandsworth Community Drug and Alcohol Service (RWCDAS) in delivering on performance targets and business plans.
- To lead on providing information to support compliance requirements, contract management, performance management, and service developments.
- To lead on and be responsible for the management of specific projects and developments.
- To provide professional leadership and line management support to administrative and reception staff.
- To provide an assurance function for local and national data set submissions for RWCDAS.
- To lead on and support the implementation of successful Health and Safety Policies.
- To advise stakeholders, both internally and externally, on the availability and feasibility of data requests.
- To contribute to operational and strategic discussions and represent RWCDAS at relevant meetings and workshops.

Service description
Richmond and Wandsworth Community Drug and Alcohol Service is multi-disciplinary team comprising addictions psychiatry, psychology, nursing, and recovery workers. It is busy and dynamic, offering a range of harm reduction, pharmacological, psycho-social and recovery interventions to clients who use substances and present with a range of complex physical, psychological and social issues. We offer specialist criminal justice pathways, primary care surgeries, a chems clinic, a recovery centre, and a peer mentorship scheme. The consortium operates from 3 main sites: St Johns Therapy Centre in Wandsworth, Ilex House in Twickenham and Cedars Rd in Clapham. South London & Maudsley NHS Foundation Trust is the lead partner of the Consortium, working with our voluntary sector partners We are With You (WAWY), St Mungo's and CDARS.
South London and Maudsley NHS Foundation Trust (SLaM) provide the widest range of NHS mental health services in the UK as well as substance misuse services for people who are addicted to drugs and alcohol. We work closely with the Institute of Psychiatry, Psychology and Neuroscience (IoPPN), King's College London and are part of King's Health Partners Academic Health Sciences Centre. There are very few organisations in the world that have such wide-ranging capabilities working with mental illness. Our scope is unique because it is built on three major foundations: care and treatment, science and research, and training.
Detailed job description and main responsibilities
Key Responsibilities:
1. Managing Services/ General Duties - To lead on the development and implementation of effective administration procedures for RWCDAS to ensure the efficient and effective operation of these services. To liaise with and promote a positive image to service users, internal departments, and external agencies. To undertake project work as requested and respond to ad hoc information requests from internal and external stakeholders. Where appropriate, to act as a contact person for the Borough Lead and take intermediary action in their absence where required.
2. Managing Clinical Information - To lead and support the effective use of clinical systems (ePJS) within the services for client care and to enable accurate performance and contracting reports. To ensure staff understand the administration systems and have clear roles and responsibilities in relation to clinical record and other data maintenance, including regular audits and data cleansing exercises. To develop and maintain communication and information gathering systems within the Borough and ensure information is effectively distributed. To ensure that staff members enter information into the appropriate systems in a timely, accurate and systematic manner. To implement regular auditing of databases to ensure minimum standards and data sets are met.
3. Clinical Governance Support - To have oversight of the investigation of local complaints and serious incidents. To monitor DATIX themes and actions taken against recommendations made by the complaints dept and SI panel. To undertake audit work as required, including audit of non-clinical policy and procedures and oversight of all governance documents in terms of collation and update/ review. To work as part of a management team to help ensure the service remains compliant with CQC requirements in conjunction with the leadership team.
4. Performance Management and activity reporting - To manage service performance management systems. To ensure that data reporting systems are in place to provide performance reports as required. To provide validated, timely and accurate performance reports for the Service, CAG, Trust and Commissioning Team to meet external and internal requirements. To implement processes and systems to ensure data quality exceeds standards and benchmarks. To monitor activity, performance and work alongside other RWCDAS Managers to ensure standards are met and support continual improvement. To attend regular Richmond and Wandsworth contract monitoring meetings to support contractdelivery and performance management around Key Performance Indicators.
5. Business Planning - To contribute positively and support business planning for Richmond and Wandsworth Addictions Consortium, including the implementation of business plans and service development as part of the management team.
6. Human Resources -To work with the Borough Lead to ensure all Consortium staff have access to supervision, appraisal, training and support. To assist in ensuring there is timely follow up of sickness absence processes. To line manage Consortium administrative staff providing supervision, appraisal (PDP), training, support, performance management and to support and undertake grievance and disciplinary investigations within the administration team as appropriate. To be the lead e-roster super-user and ensure monthly staff returns are updated, correct and submitted on time. To have a service overview on compliance with mandatory training and ensure systems in place to report on uptake of training. To lead and assist in planning and facilitating service recruitment, and to lead on all recruitment of administrators.
7. Financial Performance Management - To work with the Richmond and Wandsworth Borough Lead in monitoring financial performance. To support the production of cost improvement plans as requested. To support budget reviews and service developments. To be responsible for ensuring that the ordering and payment for goods and services follows the appropriate procedures.
8. Building Management - To lead in supporting the smooth-running of the buildings at St Johns Centre, Ilex House and Cedars Rd. This includes oversight and coordination of all building related projects/ refurbishment, and other contractual work. To lead in ensuring that cleanliness, fire, health and safety, confidential waste management and reception standards are in line with expectations for a professional environment. To act as the key point of contact with Estates and Facilities, Health and Safety and Fire leads within the Trust. To oversee cleaning contracts and be the key point of contact with contractors, ensuring regular audits and compliance with health and safety standards and infection control requirements.
9. Health and Safety - To support the management and control of risks identified in the risk registers; To work with the SLaM Addiction Health and Safety Advisor in ensuring compliance with Health and Safety requirements and the completion, collation and timely submission of all Health and Safety compliance audits and documentation. To lead on ensuring emergency preparedness requirements are met for Richmond and Wandsworth sites. To ensure effective systems are in place so that the premises are well managed with problems identified promptly and necessary action taken

Essential criteria
- Educated to degree level or equivalent experience, plus additional specialist knowledge
Desirable criteria
- Understanding of key issues effecting addiction service provision in the Primary Care, the NHS, and Social Services
- Understanding HR Management processes

- Significant business management experience within the public sector
- Experience of successful performance management at service level
- Experience of leading a team and providing regular line management support and supervision
- Proven track record of managing complex and difficult problems with a high level of autonomy
- Experience of operating successfully as part of a management team
Desirable criteria
- NVQ Level 3 Administration
- Management Qualification
- Experience of working within health and/or social care
- Understanding of addiction contracts/sub-contracts and the challenges of operating in a competitive tendering environment
- Experience of using clinical information systems
Knowledge

- Able to communicate effectively both verbally and in writing at all levels
- Knowledge of addiction national data sets and their application
- Able to produce clear reports setting out information for internal and external audiences
