Detailed job description and main responsibilities

Leadership

Provide strong, visible, practical, assertive leadership within the Directorate, in partnership with the Management Team

To drive through the delivery of ambitious targets to continually improve business and financial performance for the Service; working with networks inside of and external to the Trust.

Apply new and innovative business management approaches to maximise the organisational efficiency of the Services

Take a lead role in ensuring that the services engage with and manages its relationships with stakeholders effectively including customers (NUH divisions & external organisations), patients, regional partners and with Commissioners including CCGs and NHSE.

Ensure that the support teams within the directorate are clear about what is expected & are working together with clinical teams to achieve Service and Trust objectives.

Business and Financial Management

Take the lead role in the business management and development of commercial expertise for the Therapy Service; managing the business planning processes for the service and ensuring margins are delivered.

Support the Therapy & Rehab Service Management Team in the development and preparation of the Annual plan, business cases and cases of need; identifying viability and risks, developing progressive solutions, determine financial impact and manage expectations as necessary

Actively seek business opportunities in conjunction with the Therapy & rehab Service Management Team, engaging stakeholders and providing influence and focus to the business arrangements

Oversee and support the negotiation of Service Level Agreements, and service specifications for existing and new services

Understand, monitor & support the management of procurements and contracts, SLA agreements and Partnership agreements, managing timely reviews

In conjunction with the Therapy Service Management Team, develop and implement a Services marketing strategy

Develop and implement robust costing and pricing systems for Therapy & rehab Services, with support from divisional finance team.

Provide financial expertise to the Therapy & rehab Service Management Team, to work with Corporate Financial Services to develop and agree Reference Costs. Identify and instigate systems for financial benchmarking, operational benchmarking and business processes.

Advise the Therapy Service Management Team Services and other delegated budget holders within Therapy & Rehab Services to facilitate overall budget performance management.

Implement and ensure adherence to Standing Financial instructions and Standing Orders, Written Financial Procedures and standards of business conduct within Therapy Services

Both individually and as part of the Therapy Service Management Team, to contribute to the development and implementation of the Divisional and Trust Financial strategy.

Performance Management

Develop, oversee and operate effective data capture & reporting arrangements to accurately record and monitor Inpatient and outpatient performance against local and national targets including operational standards, quality indicators and workforce metrics and to pro-actively manage any variances.

To lead the continuous development of local operational standards that are clinically meaningful and operationally appropriate and to ensure the directorate scorecard evolves ambitiously. This will include horizon scanning and networking outside NUH with other Therapy & Rehab service providers to learn from them

To lead the annual activity planning round & to lead on monitoring delivery of activity in all the contracts within the directorate. To be the key contact between the directorate and the NUH Commissioning Team.

Work with the Therapy Service Managers and Team Leaders to rectify any blockages to performance, understand variances & monitoring the achievement and effectiveness of any recovery actions.

Contribute to the balance between short term performance and longer term system reform.

Operationally manage the income and expenditure systems including ensuring activity is recorded, income is recovered appropriately internally (internal trading) & externally and annual expenditure trends are monitored and managed

Suggest and implement opportunities for cost improvement and identifying waste & duplication as part of the annual directorate WR/QI (SIP) plan and monitoring, reporting and managing schemes, this will include schemes that are cost releasing within the directorate & where its cost releasing in specialty budgets

Service Delivery

To develop capacity plans to rightsize the resources to ensure that patients receive timely assessment and treatment in support of achieving optimal flow across emergency and elective directorates

Ensure rigour in the development of business policy and direction, supporting the Therapy Service Management Team to develop services that are fit for the future

Link with other divisions, finance team, procurement and represent the directorate on business and finance issues

Provide and interpret complex data to produce detailed, concise reports and models to assist the Therapy & rehab Service Management Team with decision making for service improvement

Manage the provision of information to support the efficient running of Therapy Services, this will include information about all aspects of service delivery & back office support functions.

Work closely with other services in the Trust to ensure delivery plans are compatible and to maximise opportunities for more efficient ways of working.

Develop project infrastructure and process to deliver service improvements, act as the key point of contact & advice for project management

Ensure that projects to develop the service are managed and planned supporting where required

Work with key stake holders to develop project scope, priorities and deliverables

In conjunction with the Therapy & rehab Service Management Team, develop and implement the operation of the Internal Trading/Service Line Reporting account, financial probity of SLAs and Commissioners contracts.

Support Therapy & rehab Services in adopting best practice methodologies to support the Trust's strategic objectives

Research and Audit

Help the cost effective implementation of research projects and audit within the Therapy Service liaising with other departments and directorates as necessary.

Support income streams for research and provide evidence of efficient use of resource to the Research and innovation Team

Governance and Risk

Provide information and guidance to the Therapy & rehab Service Management Team in assessing and financial risk suggesting ways by which this can be reduced

Promote a culture where governance and risk management are seen to be everyone's responsibility

Help ensure that patient safety is at the centre of Service planning, analysis and delivery

To actively participate in governance activities to ensure the highest standards of care & business conduct are achieved

Communication

Establish effective two way channels of communication within the Service and in support of the Division, Finance and HR business partners as required

To establish excellent communication with other managers in the Directorate, Division, other divisions and wider healthcare community to ensure that financial aspects of the service are integrated

Ensure that all financial information is communicated clearly and concisely, using IT programmes to simplify communication of complex issues, e.g. financial and activity trends.

Human Resources

Work with the Senior Service Manager & A & C service manager to ensure smooth running of The business support functions

Manage the operation of the Trust's HR policies such as equality & diversity, discipline, recruitment, workforce change for all managed staff

Ensure that all staff are regularly appraised and have a Personal Development Plan which supports the service priorities and is consistent with NUH's policies and commitments to its people

Promote learning opportunities in a wide range of formats to improve multi-disciplinary & flexible working

Ensure that all managed staff receive appropriate training & on going development to enable them to competently & safely fulfil their roles

Review the A & C workforce to ensure that it has the right numbers and right skills & expertise & plan and participate in recruitment & selection processes

Participate in and contribute to own Personal Development Review, building on own development needs

Promote a culture where staff feel empowered and accountable for service improvement at a local level

Training & Qualifications

Essential criteria

  • First degree or equivalent experience • Evidence of other specialist management training to diploma level or equivalent experience

Experience

Essential criteria

  • Recent experience within Acute Healthcare Sector (NHS) at a management level including project management, business planning, change management, multidisciplinary working, financial management, human resource management, performance management • Evidence of having achieved challenging healthcare/business targets through collaboration & engagement • Experience of supporting programmes of change in a complex organisation as part of a leadership team • knowledge & understanding of acute funding regime including commissioning & internal processes for support services

Desirable criteria

  • Recent Knowledge or experience of AHP services

Salary: The quoted salary will be on a pro rata basis for part time workers.
