Salary: band 14 £64,473 - £70,834 per annum

Hours: 37 hours per week

Contract: Fixed Term until 31 March 2026

About the programme

The National Bus Strategy for England (NBS) was published in March 2021. It sets out an ambitious vision and a comprehensive strategy to transform the quality of bus services in England outside London, making them more attractive, convenient, good value and popular for all to use. Although much has happened since then, it remains the primary statement of the Government's policy on buses.

Locally driven change is central to delivery of the NBS, through new forms of partnership between the 80 Local Transport Authorities (LTAs) in England outside London, bus operators and local stakeholders. In the NBS, the statutory framework for delivery of the strategy through partnership is provided by the Bus Services Act 2017 and the key document setting out the vision, objectives and delivery plans of LTAs and their partners at the local level is the Bus Service Improvement Plan (BSIP).

The attractiveness of the bus network and its efficiency are directly linked to the ability of the network to operate reliably and offer journey times competitive to private transport. Investment in the bus network is a pre-requisite for growth in bus travel. Improving the passenger experience by making it more convenient and more comfortable is seen as a key factor in improving attractiveness.

The programme is quite unique in that it is the largest externally funded highways programme in the city council, delivering revenue and capital projects both on the highway and also roadside infrastructure existing services and service enhancements.

Your new role

As the Programme Manager you will be responsible for the coordination, management and successful delivery of the multiple projects that are constituent parts of the BSIP Programme. Working closely with members of the BSIP team you will establish work streams, resource needs and financial requirements. You will help to develop a strategy for success and map out activities, initiate work streams, monitor and report progress concentrating on:

  • Developing and maintaining the capital programme from PIDS and latest PM docs etc.
  • Highlighting programme issues through the BSIP Programme Board & Transport Delivery Steering Group, including delays, constraints, conflicts etc.
  • Reporting to external funders - e.g. DfT on M&E, KPIs etc;
  • Ensuring main key issues and risks are identified, managed and reported.

You will have overall responsibility for ensuring the projects deliver to scope, within budget and on time.

What you'll need to succeed

We are looking to appoint a high calibre Programme Manager with proven experience in the successful delivery of major transformations. You will be trained in Project / Programme Management Methodology (PRINCE 2, PMP, RMP, APM, MSP or other) with strong attention to detail and the ability to manage financial reporting. You will also be proficient in using MS Project, or similar planning tools.

This role requires an individual with a vision who sets very high-performance standards and consistently achieves them. You will have good communication skills and be a proven leader. You will be customer focused and be prepared to improve the journey for both stakeholders and customers alike.
