We're looking for a confident, analytical and forward-thinking Benefits Realisation Manager to join our Transformation PMO at Rochdale Borough Council. If you're passionate about ensuring change delivers real, measurable outcomes, this is a great opportunity to shape how transformation delivers value across the organisation.
In this role, you'll be at the heart of our corporate transformation portfolio, making sure the financial and non-financial benefits of change are clearly defined, tracked, realised and sustained. You'll work closely with programme and project teams, Business Analysts, Finance and service leaders to embed benefits thinking throughout the project lifecycle and beyond.
What you'll be doing:
- Leading the development, implementation and continuous improvement of the Council's Benefits Realisation Framework
- Working with programme and project teams to identify benefits early and embed them into business cases and delivery plans
- Defining clear benefit measures and KPIs and ensuring benefits are tracked, reported and realised over time
- Providing assurance and insight on benefits performance across programmes, escalating risks or under-delivery where needed
- Designing and producing clear, high-quality benefits reporting for senior leadership and governance boards
- Working closely with Finance, PMO and Digital colleagues to align benefits, financial and performance reporting
- Building capability across the organisation through guidance, coaching, workshops and shared best practice
- Supporting services to sustain benefits beyond project closure and drive continuous improvement
Who we're after
You'll bring strong experience in benefits management, business change or transformation, with the confidence to work with senior leaders and influence decision-making. You're comfortable working with data, translating complex information into meaningful insight and holding constructive conversations about outcomes, value and impact.
You'll be organised, resilient and able to manage multiple priorities, with a collaborative approach and a genuine commitment to improving public services.

We work in a hybrid way with the team in the office (Number One Riverside) 3 days a week. The PMO team work closely with colleagues across the business and at all levels so you will have opportunities to connect with lots of colleagues across different sites. Our team have a wealth of experience from a number of industries, public and private sector and across different disciplines (Programme and Project Management and Business Analysis) and have in-depth knowledge of the organisation, structures and processes.
