Aviation Security Regulation - 2 Senior Manager Roles

The Roles

Role 1 - Head of Aviation Security Regulation - Airlines & Airports:

The post holder will lead a team responsible for the development, review and maintenance of UK aviation security regulation in the key areas of airport and aircraft security, providing expert advice and guidance to Government, to CAA audit teams and to the regulated industry on all aspects of regulation in this area. They will be part of the leadership team within the Aviation Security Regulation Division.

Key Responsibilities Will Include:

  • Overall responsibility for the regular review and updating of the UK's National Aviation Security Programme and of the Single Consolidated Direction for aviation security
  • Lead responsibility for specific chapters of the regulation relating to airport and aircraft security
  • Managing a project to consolidate and reform retained EU and UK rules on aviation security
  • Providing guidance to passengers on aviation security measures
  • Managing relationships with relevant aviation industry stakeholders
  • Leading a team of 5

Role 2 - Head of Aviation Security - Training:

The post holder will lead a team responsible for the development, review and maintenance of UK aviation security regulation in the key areas of training, certification and human factors, providing expert advice and guidance to Government, to the wider CAA AvSec directorate and to the regulated industry on all aspects of regulation in this area. They will be part of the leadership team within the Aviation Security Human Performance and Training Division.

Key Responsibilities Will Include:

  • Overall responsibility for the regular review and updating of the UK's National Aviation Security Training Programme, including responsibility for specific chapters of the aviation security regulations relating to training, certification and human performance
  • Leading and supporting on overarching training and human factor projects
  • Overseeing the national systems for the certification of (c.900) certificated security instructors, and the certification of (c.17,000) security screeners, including provision of the relevant CAA digital services and exams
  • Responsibility for the oversight and quality assurance of all mandatory security training across the UK aviation sector (delivered by c.130 CAA registered training providers)
  • Managing relationships with relevant aviation industry stakeholders
  • Leading a team of 9

About You

To be considered for either role you will need to have:

Essential

  • A good understanding of UK aviation security requirements and regulations
  • Experience of developing and drafting policy, regulation, regulatory procedures and/or guidance
  • The ability to source, interpret and analyse data and other complex information, and to use it to inform high quality, evidence-based decision-making
  • High level written and oral communication skills, and the ability to deliver clear, persuasive arguments tailored to the audience
  • Proven organisational capabilities and the ability to manage competing priorities proactively, working calmly and effectively under pressure when necessary
  • Strong leadership skills and a proven ability to build and high-performing, well-motivated teams
  • The ability to build effective working relationships and to work collaboratively as part of a team

Desirable

  • A good understanding of risk assessment and management as it pertains to aviation security
  • A good understanding of the factors that influence the delivery of effective aviation security
  • Project management experience
  • A willingness to work flexibly, including occasional out-of-hours working

Additional Information

These roles require access to operationally sensitive infrastructure and/or Nationally Protected information. The post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be a minimum of 5 years.
