Assistant Quantity Surveyor

On behalf of the Oil & Pipeline Agency (OPA), we are looking for X2 Assistant Quantity Surveyors (Inside IR35). This is a hybrid working role (one day per week office based - Gosport. Additional travel to other sites may be required).

Job Dimensions:

OPA operates within the oil storage industry and is engaged in the operations and maintenance of the Navy Oil Fuel Depots, of which there are 6 (4 in Scotland and 2 on the south coast of England).

The role will require the post holder to build strong positive and creditable working relationships with all internal and external stakeholders, including emphasis with the Major Projects, Minor New Works, Asset Technical & Operations Teams. The person will need excellent influencing skills, able to communicate at all levels and be comfortable positively challenging when there are issues evident on project delivery.

Job Purpose:

Supporting the Quantity Surveying, Procurement and Project Teams to ensure that tenders, made/quotes submitted are realistic and fair and the subsequent works undertaken, are completed in full (both in time, specification, and costs) and provide value for money.

SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

As an Assistant Quantity Surveyor, your main responsibilities will be to:

* Provide support to the Procurement Team to ensure the delivery of predominantly engineering works to assure OPA is being billed fairly for works actually completed.
* Assist with managing all costs relating to projects to ensure validity and value for money.
* Support the OPA in preparing supporting documentation for projects including ITT, T&C's, and cost estimates.
* Support Project Teams that tenders are issued in accordance with the Agency's procurement policy and procedures.
* Work closely with the Procurement department to ensure that contracts are put in place that are the most suitable to ensure delivery of the requirement in a timely & cost-effective manner.
* Assist with monitoring and where necessary measure the services provided by the contractor to verify application for payment.
* Assist with monitoring Contractors to ensure compliance with the Contract.
* Assist with monitoring, maintaining and re-negotiating schedules of Rates.
* Assist with the review of Bills of Quantities.
* Assist with monitoring delivery of the service to ensure that costs are in line with forecasts.
* Assist with the valuation of the application for payments and preparation of the payment certificates.

Essential:

* NEC 3/4 experience
* Experience within Mechanical, Construction, or building services projects
* Familiarity with subcontractor procurement and valuation processes
* Competent in Microsoft Excel, Word, and Outlook

Desirable:

* Pubic procurement experience
