This is an exciting opportunity to join our dynamic and expanding procurement team within the UWTSD Group. The role is designed to advance procurement activities while also serving as a key deputy to the Procurement Manager, with responsibilities that include deputising when needed and contributing to high-level decisions.

About the role

This key role involves collaborating closely with the Procurement Manager to oversee compliance with the group's procurement policies and financial regulations, while managing the delivery of robust contract management and procurement support. The position offers a wide-ranging scope and requires flexibility and creativity to deliver exceptional service to various departments, institutes, and external contacts, often under tight deadlines. Responsibilities include deputising for the Procurement Manager at internal and external meetings, including HEPCW/CPC events, as needed. The post holder will play a significant role in planning, implementing, and managing main contracts with suppliers, addressing procurement actions and commercial risks, and ensuring value for money while creating savings opportunities.

The ideal candidate will have experience in an office environment performing procurement duties, with proven experience in supervising staff and drafting specifications. Essential skills include strong procurement knowledge, excellent IT and organisational skills, and meticulous attention to detail. They should be capable of managing their workload efficiently, maintaining high standards under pressure, and handling conflicting demands effectively.

Effective communication skills with a range of stakeholders, both internal and external to the group, are crucial. The candidate should be able to work flexibly under pressure with minimal supervision, use their initiative to manage multiple tasks and determine priorities to meet deadlines, and show a willingness to learn and apply new systems.

Skills Knowledge and Expertise

Essential Criteria:

  • Registered with CIPS or currently studying or agree to studying within 12 months of employment a diploma in Procurement & Supply chain
  • An understanding of Public Procurement Legislation including experience of offering advice and guidance to customers on related compliance matters;
  • A proven track record of managing high-value projects from feasibility to implementation across a range of goods and services.
  • Experience of creating documentation and providing associated training;
  • Effective organisational skills and demonstrable attention to detail
  • Analytical skills being able to input, extract and manipulate data, contributing to statistical returns;
  • Exceptional IT skills, including advanced proficiency in Excel
  • Ability to assess outcomes and produce high-level reports;
  • Able to work as part of a team and in partnership with others.

  • Demonstrates self-motivation and ability to work unsupervised
  • Ability to travel to all campuses and stakeholder meetings

Desirable Criteria:

  • Full Corporate member of the Chartered Institute of Purchasing and Supply
  • Experience working within a procurement environment
  • Experience with a variety of procurement-related tools and techniques, including category and demand management, vendor appraisal, supply positioning, and sustainable procurement practices.

  • Welsh Literacy (Writing/Reading) - Level 0/1
