We are seeking a dynamic and experienced Assistant Director to join our regional development advisory team within Infrastructure and Real Estate. The individual will have a specific focus on major regional projects, primarily in a public sector advisory role working with central government departments, Combined or Strategic Authorities, cities and universities, usually in collaboration with private sector partners and investors. This senior role will require a proven project lead who can deliver complex solutions, leveraging deep real estate development sector knowledge and networks to address the unique challenges faced by regional and local government looking to deliver regional economic growth and outstanding placemaking.
The successful candidate will have a track record of working with senior regional stakeholders both in the public and private sector, a strong understanding of public sector governance, and a passion for placemaking. Particular focus areas will be:
- Advising senior clients on development and regeneration programme commercial structures from strategic development stage through to programme delivery and implementation.
- Thinking strategically and innovatively around new models of delivery for infrastructure and real estate projects. This might include strategic delivery partnerships, joint ventures or investment partnerships that would be developed to meet the specific needs of regions and places as well as developing commercial structures and models to optimise public and private sector funding and finance.
- Engaging with central government departments and Homes England on potential commercial structures, business case development and funding programmes.
- Supporting clients to optimise their real estate portfolio to meet organisational needs, including commercialising revenue and developing capital investment plans.
- Helping clients to establish effective approach to deliver their programmes, for example through the establishment of effective project and programme management, governance and the management information needed to support effective decision making.
- Engaging with senior colleagues across Deloitte to develop bespoke propositions and solutions to our client's placemaking and regional economic growth challenges.
- Contributing to continued development of Deloitte's market profile.
Many of our engagements involve collaboration across Deloitte teams in the UK to deliver multi-disciplinary solutions.
We are looking for people who are comfortable dealing with clients at the senior management levels, many of whom may not be specialists in regeneration and development projects and how they are delivered. This will require someone who is an excellent communicator and is able to summarise complex situations and technical information into clear and actionable advice. Example experience includes:
- Providing development advice for a public sector client looking to bring forward a major regeneration programme that may require land assembly, complex phasing and programming, significant stakeholder support and bespoke commercial models of delivery.
- Development of a commercial structure for a client that may need to include public sector funding, value capture, private investment and other "beneficiary" contributions.
- Overseeing development and delivery strategy for a proposed newly formed development vehicle such as a Mayoral or Locally Led Development Corporation.
- Creating and running a procurement process for a client looking to identify and contract with a private sector partner to deliver a placemaking project.
- Designing and implementing a programme of restructuring for a client that may be looking to optimise its real estate portfolio to better meet its long term needs.

Project Delivery
- Lead larger, complex projects and engagements
- Provide advice and constructive challenge to senior management
- Oversee and direct delivery teams, especially in relation to managing and reviewing development appraisals, delivery proposals and real estate commercial positioning
- Ensure quality of project deliverables and advice
- Bring practical examples of good practice from a cross sector of industries
Business Development
- Identify opportunities to provide support and advice from a sector and client perspective
- Engage clients on specific external trends to drive client value
- Support the strategy, revenue, and capability management for the team
- Develop thought leadership and proposition to drive awareness and eminence
Team / Community Development
- Support the development of the Deloitte Infrastructure & Real Estate communities
- Play a key role in coaching and developing junior members of the Real Estate Advisory team
Essentials:
- Proven delivery expertise in regeneration / complex development projects and strong networks within regional and local Government clients.
- Strong commercial acumen and market awareness.
- The ability to build strong, effective working relationships both internally and externally.
- Excellent oral and written communication skills; with an ability to present complex subjects in an engaging and simple manner.
- Good understanding of financial, economic, business and asset drivers that relate to development and regeneration projects
Desirables:
- Strong knowledge of Argus Enterprise/Developer and ability to interpret outcomes to support strategic advice
- Understanding of phased development project cash flow models
- Use/knowledge of visualisation software such as PowerBI;

Infrastructure and Real Estate
Our Infrastructure and Real Estate team supports both public and private sector clients on complex infrastructure, real estate, and capital projects. Typical engagements include urban regeneration, transport, energy and renewables, and occupier advisory to central government and large corporate companies.

Regulation and controls are standard practice in our industry and Deloitte is no exception. These controls provide important legal protection for both you and the firm. We are subject to a number of audit regulations, one of which requires that certain colleagues abide by specific personal independence constraints (e.g., in relation to any financial interests and employment relationships). This can mean that you and your "Immediate Family Members" are not permitted to hold certain financial interests (shares, funds, bonds etc.) with audit clients of the firm, and also prohibitions on certain employment relationships (e.g., you are not permitted to hold a secondary employment role with SEC audit clients of the firm whilst being employed by the firm).
