Education/Qualifications

Essential criteria

  • Educated to a Masters level or equivalent experience.
  • Relevant leadership, management, or education qualification e.g. MBA

Desirable criteria

  • CIPD or relevant professional membership qualification

Experience

Essential criteria

  • A good understanding of the strategic issues currently shaping and/ or affecting the NHS.
  • Ability to plan and organise complex activities in order to develop strategies, plans for education and training, OD and Research.
  • Significant experience in managing education and training.
  • Experienced in leading and managing a multidisciplinary team, including objective setting and performance management.
  • Good understanding of budget management and ability to monitor, and track financial performance
  • Significant experience of operating at a senior level within a large or complex organisation and specifically within Community or primary care
  • Experience of successfully building effective working relationships with stakeholders in order to effectively manage operational delivery.
  • Successful track record of overseeing and delivering sustained modernisation and significant improvement to service provision.
  • Experience in leading engagement events and implementing and evaluating change programmes.
  • Experience in facilitating individuals and groups.
  • Experience in interpreting, translating and presenting complex information verbally and in writing to a range of audiences.
  • Experience in policy development and implementation
  • Experienced in chairing meetings and writing and presenting Board papers to senior management, both internal and external to the organisation
  • A good understanding of contract negotiations and management of contracts

Desirable criteria

  • Previous experience in the health professions.

Skills and Knowledge

Essential criteria

  • Ability to provide and receive highly complex, sensitive information.
  • Extensive knowledge and understanding of the trends, developments, political and legislative issues affecting the NHS generally in terms of modernising public service delivery, political management arrangements and strengthening of local partnership working.
  • High level of knowledge in managing strategic and operational change
  • Understanding of NHSE Workforce, Higher Education Institutes/ Further education and their roles
  • Possession of a broad range of highly developed leadership skills including a demonstrable ability to lead, motivate and develop individuals and groups of diverse employees
  • Proven ability in relating to, engaging, negotiating with and influencing a wide range of audiences, and build positive relationships with key stakeholders.
  • Excellent interpersonal, verbal and written communication skills
  • Sound IT skills in key programmes of word, PowerPoint, excel and outlook.

Desirable criteria

  • Proven knowledge of non-clinical risk management and related issues.
