The Asset Management Service provides strategic management of the county council's property and school assets to ensure that they meet the aims of the Corporate Strategy and support service delivery across the county.

The Property Review and Performance Team provide and facilitate the county council's strategic management and decision-making in relation to premises to ensure that the county council's property assets enable the delivery of corporate priorities. In addition, the team are responsible for the central management of property data for all the council's premises, which comprises of in the region of 630 schools and over 1000 other land and property holdings.

Role & Responsibilities:

We are looking to appoint an experienced property asset manager with an excellent understanding of managing a property portfolio that enables public sector service delivery. As Asset Manager (Strategy and Performance) you will be an outstanding individual who will play a key role in ensuring that Lancashire County Council's land and buildings continue to meet requirements for service delivery during ongoing and significant financial challenge and organisational change.

The successful candidate will become involved in a range of premises related issues including estates, financial, premises management, design, project and programme management, legal and data management.

We are looking for a professional who has experience of working in a political environment with a good understanding of the operational requirements of public services. Adaptable and resilient, the successful candidate will have excellent communication and negotiation skills combined with strong organisational skills.

Highly developed critical thinking skills are required, alongside innovative problem-solving skills and experience of successfully managing complex issues and requirements.

With a proven history of effective partnership working, you will have the ability, expertise, and confidence to both work collaboratively with, and support and challenge internal and external stakeholders and partners, including a wide range of professionals and senior managers.

As well as your strong knowledge and understanding of strategic premises issues and proven project and change management skills, you will be a passionate, driven individual with a record of achieving results against targets.

Reporting to the Head of Property, the role includes:

  • Leadership and management of the Property Review and Performance Team.
  • Providing strategic management of the council's property portfolio to ensure that our property assets enable the delivery of corporate priorities.
  • Providing strategic property asset management advice to the Head of Property, senior leaders, and elected members.
  • Developing and implementing property asset management strategies to provide a property portfolio that supports the county council's service delivery within budget requirements.
  • Managing the county council's core property record (property asset management system) at a corporate level.
  • Monitoring and evaluating property performance metrics, including compliance, to drive our property performance improvement process, benchmarking, and monitoring of policy delivery.
  • Provide regular property performance reports to the Head of Property for senior leaders and elected members.
  • Manage the budget and resources for the team.
  • Manage the capital project specification and programme delivery of suitability works to operational premises.
  • Work collaboratively with, support, and challenge internal and external stakeholders and partners, including a wide range of professionals and senior leaders.
  • Lead, inspire and engage individuals towards the achievement of strategic and service objectives.
  • Manage and coordinate the advice of senior professionals across a range of premises related issues including estates, financial, premises management, legal and data management.
