Salary Birmingham: "Base salary: £54,500pa to c.£68,150pa depending on skills and experience.

Salary London: "Base salary: £63,050pa to c.£78,800pa depending on skills and experience.

As an Asset Data & Systems Manager at HS2 you will responsible for the development of arrangements and implementation of asset data and business systems to support the successful bringing into use of the HS2 railway and the successful commencement of end state operations. The role leads on specifying and clienting delivery of the end state Asset Management System and other IM related systems. The role prior to HS2 becoming operational is to ensure the assets are handed over in accordance with the end-state requirements and minimum acceptance criteria so that interim asset stewardship activities can commence safely and with efficiency.

About the role:

  • Responsible for providing strategic input into the end-state HS2 strategies and plans ensuring that the processes associated with creating and managing asset data fulfils the business requirements.
  • Represent the Infrastructure Manager in providing asset data and end-state configuration input to the Asset Management data systems and Systems Integration activity.
  • Accountable for the development and implementation of the specifications of Infrastructure Manager business systems to support delivery of the agreed UTOM.
  • Responsible for leading the development and implementation of the Infrastructure Manager specifications for Asset Information Systems to hold the future Asset Register and integrated Asset Management and Systems Integration related activity.
  • Accountable for asset stewardship, quality and ongoing management of the data assets that are handed over to the Infrastructure Manager, both during the construction phase and into the operational phase
  • Accountable for defining, recruiting and leading the interim and end-state Asset Data team within the O&M organisation.
  • Ensure a fit for purpose interim and end-state asset data quality management framework with associated KPIs to enable effective measurement of data quality, development and execution of improvement plans, and reporting through the HS2 governance structure, while promoting and influencing digital transformation and change in all areas where cost and/or programme efficiency can be gained
  • Lead on the development of technical standards for asset definition, condition and performance to support successful and efficient asset operation, maintenance and reporting. Report and act on any non-compliances as per company policies, standards and specifications.
  • Act as the Infrastructure Maintenance and Asset Management lead for all Asset Data and Systems procurement and tender activities that affect the long[1]term stewardship of the assets before, during and following handover.
  • Accountable for the Asset Data and Systems team mobilisation, operational and capital expenditure budgets. This includes the forward planning, reporting and management of monthly and annual budgets as well as long-term investment business cases.
  • Provide the relevant Asset Data Operational and Technical input to the Digital Twin Programme and Systems Integration activity.
  • Responsible for the monitoring and continuous improvement of all Asset Data related interim and end-state Infrastructure Management processes, including governance, of asset information;
  • Establish Asset Data and Systems accountabilities, data requirements and their alignment to business risk; report on and recommend corrective actions where necessary.
  • Define the competencies, skills, experience and behaviours needed for the whole life management of asset-related data; ensure these are built into the interim and end-state competency management framework
  • Engage with other areas of HS2 and the supply chain to ensure Asset Data is collected, transferred and embedded in appropriate local Infrastructure Management processes;
  • Ensure information exchange methodologies are developed to meet both HS2's and its Supply Chain's needs.
  • Conduct nominated deputy duties for the Head of Infrastructure Maintenance Asset Management.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures in EDI.

About You:

Skills

  • Able to effectively influence asset data standards for an end state operation in a complex delivery programme
  • Ability to prioritise delivery of essential capabilities to deliver end state asset management capability
  • Act as effective client for delivery of end state business systems
  • Ability to specify and review proposals for the Engineering assets and systems
  • Ability to review design proposals, O&M Manuals, and other operational documentation from an Asset Data perspective

Knowledge

  • Good asset management practice especially in a railway environment
  • Understanding of the principles of ISO55000 Asset Management standard
  • Knowledge of the requirements management, verification and validation process.
  • Knowledge of the operation and maintenance requirements of railway installations, particularly where physical assets are concerned.
  • Knowledge of how asset data is collected and used to ensure efficient and safe railway operations and maintenance

Experience

  • Programmes involving bringing into use of new assets or new capabilities
  • Leading or working in a high intensity asset management and asset data environment
  • Complex programmes involving multiple delivery partners
  • Developing and/or reviewing specifications, scope documents and system architecture drawings
  • The UK or European rail industry, rail systems and railway infrastructure Asset Management and Maintenance technology
