About the role

As an Area Street Works Manager, you will play a critical leadership role within the Service Team, overseeing multiple contracts within your designated area. You will be responsible for providing strategic oversight, ensuring compliance with legislation, optimising commercial performance, and driving operational excellence. You will lead and develop a high-performing team, fostering a culture of accountability, innovation, and continuous improvement.

Key Responsibilities

Leadership & Team Management: Provide strategic direction and leadership to contract street works teams, ensuring effective recruitment, training, performance management, and professional development. Motivate and empower your team to achieve operational excellence while maintaining a high standard of accountability and engagement.

Legislative Compliance & Training: Ensure all operational contract leads are fully trained and up to date with the latest legislation, including the New Roads and Street Works Act (NRSWA) 1991 and Traffic Management Act (TMA) 2004 and their associated codes of practice and guidance. Promote a culture of compliance and continuous learning.

Performance & Compliance Management: Oversee and report both the commercial impact and compliance performance of street works, particularly in relation to fines and penalties. Drive compliance initiatives to improve overall contract performance and mitigate financial risks.

Stakeholder & Client Engagement: Build and maintain strong relationships with clients, local authorities, sub-contractors, and internal teams. Act as a key point of contact, ensuring effective communication and collaboration to support operational efficiency.

Operational Excellence & Cost Control: Lead efforts to prevent Section 74 fines (and other avoidable cost associated with Streetworks) and enhance reinstatement management. Implement proactive strategies to improve cost efficiency and uphold best practices in street works operations.

Data-Driven Decision-Making: Analyse trends, interpret key performance data, and develop actionable insights to drive operational improvements. Utilize technology and ICT systems effectively to enhance reporting and compliance monitoring.

Continuous Improvement & Problem-Solving: Use initiative and professional judgment to identify challenges and develop effective solutions. Champion a culture of innovation and continuous improvement within the team.

Governance & Compliance Reporting: Ensure all activities align with company policies, legal requirements, and industry regulations. Lead reporting efforts to monitor adherence to NRSWA and Client/Business KPIs, driving improvements where necessary.

Professional Representation & Company Values: Uphold and promote the core values of MWS, demonstrating professionalism, integrity, and a commitment to delivering high-quality service. Represent the business in meetings, conferences, and engagements with external stakeholders.

Experience

  • In-depth knowledge of NRSWA 1991, TMA 2004, and associated Codes of Practice.
  • Understanding of permit schemes and their operational requirements.
  • Experience using Street Manager and similar regulatory systems.
  • Proven leadership experience, managing and developing teams to achieve business objectives
  • Previous experience in street works management, highway engineering, or related fields within a local authority or utility company. Proven track record of effectively managing street works projects and ensuring compliance with regulations.

  • A strong, decisive leader with the ability to inspire and develop teams.
  • Ability to manage multiple priorities effectively and meet deadlines.
  • Commitment to high-quality customer service and client engagement.
  • Ability to interpret and implement policies, ensuring operational alignment with company objectives.
  • Ability to analyse data, identify trends, and make informed decisions regarding street works management.
  • Familiarity with relevant software for permit management, data analysis, and reporting systems.
