Worker Category: Hybrid Worker - This position provides some flexibility to work remotely however the post does involve working on-site at County Hall and at learning centres across the county in according to business needs.

Salary: £52,413 -£57,774 per annum (pro-rata for part-time)

Working Hours: 37 per week

Contract Type: Permanent

Leicestershire County Council's Adult Learning Service is seeking a highly motivated Senior Manager who will make a significant contribution to the strategic leadership of the service.

About the Role

As a member of the Service's Senior Management Team (SMT), the person appointed will be responsible for the leadership and management of a range of curriculum areas and service wide functions.

The successful candidate will contribute to establishing an ambitious vision for the future of the service and communicating that vision to staff, learners, and other stakeholders. In addition, they will work with colleagues across the Council to develop effective links with relevant funding organisations, education and training providers, and other agencies that support adults to develop their employability and life skills.

Leading the service's skills strategy, responsibilities include:

  • Overseeing effective service delivery within adult skills subject areas ensuring curriculum targets, quality and volumes are met.
  • Managing the delegated Adult Education Budget including modelling financial viability to maximise income through the funding formula.
  • Liaising with internal and external partners to position the Adult Learning Service appropriately within an integrated skills strategy
  • As the service 'Designated Safeguarding Officer', take responsibility for developing safeguarding policy and the implementation of effective procedures to keep residents and staff safe.
  • Ensure adult learning programmes meet the expectations of regulators including Ofsted, matrix, and exam awarding bodies.
  • Manage performance of staff within line managed teams through effective communication, support and guidance.

About you

  • Applicants must have recent, relevant and successful team/service leadership experience within an education setting, covering a range of curriculum types including Adult Skills Funded and Community/Tailored Learning provision.
  • The person appointed will be able to demonstrate how they have made a significant contribution to service vision, strategy, and inclusive curriculum planning to engage learners from diverse backgrounds and communities with highest needs.
  • They will also have substantial knowledge and understanding of relevant funding streams and experience of developing strategies, policies and procedures, and bid writing in an Adult Education setting.
  • The successful candidate will have experience of managing, motivating and inspiring staff and developing the practice of others, including organising staff development, induction and performance management.
  • You will hold a degree and a minimum of a Level 5 teaching qualification together with other evidence of continuous professional development relevant to the role.
  • You must also have an understanding of, and commitment to, equality, diversity and inclusion.
