The Strategy team is looking for a dynamic senior team member to lead a range of high profile and strategically important projects working with internal and external stakeholders.

The role will involve balancing a varied workload, with programmes in a range of phases, from initiation to planning and operational go-live delivery.

This will require a collaborative approach with colleagues from all professional backgrounds, in clinical, operational and corporate roles, within provider and commissioning organisations, and an ability to work independently and flexibly to deliver progress against project objectives.

Main duties of the job

The Senior Programme Manager will lead on a number of projects as summarised in the job description. These are expected to include leading the Bedford Passage development programme - opening a new clinical facility late in 2025 - and the Grays Inn Road development, which will see services from the Queens Square division moving into this UCL development in 2026.

These programmes require the ability to work with clinical teams to mobilise the service and operational changes needed in readiness for these new clinical facilities opening, as well as the ability to manage the programme more broadly and ensure activities, risks and costs are appropriately managed, in conjunction with capital, build, digital, facilities and procurement colleagues.

The postholder will lead and coordinate project activities, chair programme meetings, develop and manage project documentation, timelines and risks. Analytical thinking to process complex information is essential as well as excellent and responsive verbal and written communication skills with staff at all levels.

The allocated projects and programmes of work are likely to change over time and a flexible, dynamic team player is needed to respond to changing priorities. This role plays a senior leadership role within the strategy team and is expected to line manage some members of the team as well as support and develop other team members who may not be under their direct line management.

Knowledge & Qualifications

Essential criteria

  • Masters or equivalent (or able to demonstrate equivalent level of equivalent experience)
  • Extensive knowledge of health care services and current policy, priorities and challenges.

Desirable criteria

  • Knowledge and experience of project & programme management using tools such as MSP

Experience

Essential criteria

  • Significant experience of working at a senior management level within a large organisation, including management of complex multi-stakeholder work programmes
  • Significant relevant programme management experience with track record of delivery
  • Experience in leading new healthcare building developments and/or opening new clinical services
  • Significant experience of designing, executing and managing complex, large-scale and high-profile projects
  • Significant project management expertise gained through experience of: • Techniques for planning, monitoring and controlling programmes • Problem solving techniques • Change management techniques • Quality improvement techniques • Stakeholder management and communications • Risk management and issue resolution • Experience of service redesign and development
  • Proven record of success in managing operational change within a healthcare setting while also developing and maintaining high standards of quality
  • Experience of leading complex teams including the development, empowerment and engagement of staff.
  • Significant experience of working with partners and stakeholders in delivering sensitive changes to services
  • Proven success in business planning and in the development and effective implementation of large scale strategic projects
  • Demonstrable record of successful line management of staff and proven team leadership and motivational skills.

  • IT literate including extensive knowledge of Microsoft office and interoperability
  • Strong analytical and problem-solving capability and a depth of functional expertise in one or more of the following; finance, operations, strategy, performance management
