Detailed job description and main responsibilities

The main purpose of this post is to manage and deliver the objectives and outcomes of Health Innovation Manchester (HInM) projects which positively impact on benefits to people within Greater Manchester.

The primary function of the role is to a provide project management function for the development and implementation of projects within the HInM Business Plan.

The post holder will be expected to plan, project manage, implement and disseminate the learning from specific delegated projects. This will involve supporting a wide range of member organisations to deliver projects developed to bring about improvements in service delivery and health outcomes for the Greater Manchester system.

The roles will involve responsibility for the management of allocated projects, from securing engagement, "buy in" and commitment to implementing the project with a wide range of key stakeholders and NHS partnerships.

The postholder will be responsible for ensuring that measurable outcomes are deliverable.

The post holder will work on setting milestones for projects and reviewing and negotiating contract arrangements.

The role will report to an assigned programme lead and will liaise closely with colleagues in partner organizations, including suppliers, commissioners, place-based leads, and other NHS partners, and other key stakeholders.

The postholder will be responsible for budget reporting to the assigned programme lead relating to funding for the programme. This will include leading the internal and external reporting on the progress for the programme on a regular basis as well as ad-hoc status reporting.

The post holder will provide representation for Health Innovation Manchester (HInM) and the Integrated Care System (ICS).

Depending on the assigned portfolio, the post holder will work with Digital Senior Leaders to further build credible programme delivery plans in line with the digital strategy and HInM priorities or with quality/governance/safety/clinical leaders to gain buy-in to the Patient Safety Collaborative support offer.

Working with the Senior Responsible Officer, the post holder will be responsible for ensuring appropriate governance arrangements, smooth management and delivery.

Education/Experience Level

Essential criteria

  • Degree level education in a relevant discipline or equivalent level of experience working at senior level
  • Project Management qualification
  • Experience of working in the NHS, Local Authority, voluntary or private sector.
  • Evidence of continued Professional Development.

Project Managesment Skills/Knowledge

Essential criteria

  • Demonstrated experience of co-ordinating projects in complex and challenging environments.
  • Experience of identifying, managing and reporting risks.
  • Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation and Microsoft Project.
  • Experience of formulating project plans and outcome measures.
  • Can measure and assess progress of projects, identify areas of collaborative working/quality of performance and identify need for service redesign.
  • Experience of utilising Microsoft Project for planning and executing project plans and status reporting.
  • Able to manage and direct multiple projects and programmes simultaneously.

Managing Change

Essential criteria

  • Experience of dealing positively with organisational change.
  • Can measure and assess progress of projects, identify areas of collaborative working/quality of performance and identify need for service redesign.
  • Experience of setting up and implementing internal processes and procedures.
  • Experience of supporting teams in utilising quality improvement methods (such as the Model for Improvement, Breakthrough Series Collaborative model, PDSA) and tools (such as driver diagrams, fishbone analysis, process mapping, statistical process control).
  • Experience of collecting and interpreting data/information to support change programmes.

Specialist Knowledge

Essential criteria

  • Knowledge of quality improvement methods (such as the Model for Improvement, Breakthrough Series Collaborative model, PDSA) and tools (such as driver diagrams, fishbone analysis, process mapping, statistical process control).
  • Knowledge of relevant national patient safety initiatives, such as the Patient Safety Strategy, the Patient Safety Incident Response Framework (PSIRF), the National Patient Safety Improvement Programmes (NatPatSIPs).
  • Knowledge of current local and national digital agendas and strategies, such as the NHS Long Term Plan and GM Health and Care Digital Transformation Strategy.
  • Knowledge of clinical systems, such as shared care records, electronic patient record (EPR) systems, and general practice (GP) systems.
  • Understands a patient focused approach to all work.
  • An innovative thinker that finds innovative solutions to challenging strategic problems.

Written and verbal communication skills

Essential criteria

  • Experience of creating and giving presentations to a varied group of internal and external stakeholders
  • Experience of drafting briefing papers and correspondence at Board level.
  • Ability to lead multi- stakeholder groups and a range of delivery partners within an overall programme. Ability to lead a network.
  • Excellent written and verbal communication and presentation skills.
  • Able to demonstrate ability to write complex reports.
  • Proven influencing and negotiating skills.

Desirable criteria

  • Experience of collecting and interpreting data/information to support change programmes
